Job Title: Telecommunications Billing Analyst

Job Overview:
We are seeking an experienced Telecommunications Billing Analyst to oversee and manage billing, cost control, and invoice reconciliation for telecommunications services within federal contracts. This position requires deep knowledge of telecommunications systems, effective vendor communication, and a meticulous approach to financial management. The ideal candidate will work closely with federal managers and vendors to ensure billing accuracy, resolve discrepancies, and streamline the telecommunications billing process.
Key Responsibilities:
- Vendor and Federal Communication: Act as the primary point of contact with telecommunications vendors and federal managers, ensuring effective, professional communication and adherence to email etiquette.
- Invoice Review and Report Generation: Review and verify telecommunications invoices, cross-checking against service assets and records. Generate detailed reports and escalate any inconsistencies to federal managers, coordinating with vendors to resolve billing issues.
- Data Analysis and Reconciliation: Conduct thorough analysis of billing data for telecommunications services, including wireless, landline, and other telecom-related accounts. Ensure all charges align with service records, and investigate any discrepancies.
- Telecommunications Account Management: Oversee and manage a large portfolio of local and national telecommunications accounts, including bank examiner invoices. Maintain accurate historical data for all accounts and process invoices for payment approvals.
- Cost Recovery and Documentation: Track expenses across telecommunications services, prepare and document all necessary information for payment processing, and manage voucher preparation for federal oversight.
- Telecommunications System Operations Support: Manage service requests and changes for telecommunications accounts, including Business Direct long distance lines, call accounting, and call tracking reports for internal departments and regional offices.
- Problem Resolution and Dispute Management: Address and resolve any disputes related to telecommunications billing. Work with vendors to negotiate credits and ensure prompt resolution of issues.
- Budget Management: Monitor and reconcile telecommunications costs within a monthly budget, identifying and rectifying billing errors to ensure cost-effective operations.
Required Skills and Qualifications:
- Telecommunications Billing Expertise: Proven experience in telecommunications billing, vendor negotiation, and cost management.
- Accounting Skills: Strong foundation in accounting and reconciliation practices related to telecommunications.
- Regulatory Knowledge: Understanding of federal contract and telecommunications regulatory standards.
- Software Proficiency: Proficient in telecommunications billing software and data management tools.
- Analytical and Data Skills: Advanced skills in analyzing telecommunications data, with a high level of attention to detail.
- Effective Communication: Excellent verbal and written communication skills, with experience handling vendor and client communications.
- Problem Solving and Critical Thinking: Strong skills in troubleshooting telecommunications billing issues, identifying root causes, and implementing solutions.
- Prioritization and Time Management: Capable of managing multiple telecommunications accounts and responsibilities, meeting deadlines, and prioritizing tasks effectively.
Preferred Experience:
- Telecommunications Vendor Management: 3-5 years of experience working directly with telecommunications vendors and handling billing and account management for large accounts.
- Federal Telecommunications Contracts: Familiarity with federal contracts and telecommunications billing, particularly in government or regulatory environments.
- Telecommunication Systems Knowledge: Extensive experience with telecommunication systems, including landline and wireless networks, service orders, and call accounting.
