Job Summary
We are currently seeking a Program Manager – Training Software. This position is located in Arlington, VA.
This position is being recruited to support Battelle in pursuing a Transportation Security Administration (TSA Screener Training Platform (STP) opportunity and to manage the subsequent contract, if awarded. The STP opportunity requires the development, deployment, and maintenance of a new software-based enterprise platform that provides high-fidelity simulation of TSA’s security technologies for screener training.
In support of the opportunity capture process, the Program Manager will be responsible for supporting STP solutioning and proposal efforts for a complex, multi-partner enterprise software solution to modernize TSA’s training capabilities. Upon award, the Program Manager position is responsible for the overall management and execution of the TSA TSP contract which will require leading the development, deployment, and support of the TSP software solution to over 400 airports and a screening workforce of over 50,000 TSOs.
Responsibilities
- Lead the on-site technical team, providing oversight of daily program operations to ensure the efficiency, quality, and safety of test activities.
- Provides technical expertise in enterprise software development, deployment, and support to lead capture, proposal, and program execution.
- Work closely with client, technical staff, partners, and service providers to define program scope and requirements that align to TSA’s needs now and in the future.
- Drives innovation and insights using best-in-class solutions, industry relationships, and knowledge of the latest market and technology trends.
- Continually evaluates program progress against requirements to identify risks and develops effective mitigation strategies to ensure program success.
- Leads efforts to ensure the security of sensitive data and government systems, leveraging deep knowledge of current security tools and practices.
- Serves as the primary point of contact for all client communication, acting as a trusted technical partner to TSA and program stakeholders.
- Resolves conflict across all program stakeholders, developing effective solutions that rapidly address issues, drive collaboration, and maintain program momentum.
- Leverages deep software development experience to lead and mentor software teams, fostering collaboration and innovation across multiple organizations.
- Manages all partners, subcontractors, and service providers on the contract, ensuring compliance with technical requirements and adherence to cost and schedule.
- Implements processes, procedures, and initiatives to organize program work to maximize efficiency and quality across distributed teams.
- Leads resource planning and coordination, including identifying capability gaps and leading recruitment efforts to fill them with highly talented resources.
- Manages program cost, overseeing a complex mix of direct labor, subcontractors, services, tools, and other costs to stay within defined budgets at each stage of execution.
- Develops and ensures compliance with program schedule by proactively identifying issues and dependencies, effectively applying program resources to resolve or mitigate impacts.
- Leads cost estimates and manages revenue and profit to achieve financial targets.
Key Qualifications
- Bachelor’s Degree in Computer Science, Engineering, or related field and 7 years of experience in enterprise software development and managing development teams on programs in excess of $30M.
- Experience managing and administering government contracts.
- Experience developing software solutions for highly distributed user base(s).
- Experience meeting government software requirements, including Authority to Operate (ATO) on secure networks.
- Should have strong oral and written communication skills.
- Capable of traveling at least 25% domestically.
- Eligibility and willingness to obtain and maintain a Security Clearance.
- Must be a US Citizen.
Preferred Qualifications
- Master’s degree in Computer Science, Engineering, or related field.
- Experience working with TSA on software or IT programs of similar complexity and scale.
- Experience deploying cloud solutions on government cloud infrastructure.
- Experience with government contract capture and proposal processes.
- PMP certified
- Active DoD Secret Clearance.
