Position Overview
RMGS, Inc. is currently recruiting a GLOBALCAP Program Manager III.
**This position is contingent upon contract award.**
Roles and Responsibilities
- The Program Manager shall be the Contractor’s primary point of contact for all matters pertaining to this contract and shall bear ultimate responsibility for the ensuring requirements described in this SOW are met.
- Oversees the development and delivery of high quality, professional training, logistical support, property control, and other services.
- Responsible for overall contract performance, including program management, issue resolution, and providing comprehensive account support for the GLOBALCAP IDIQ contract.
- Ensures task order success through effective coordination and communication with DOS, host nations, partner nations, embassies, and other stakeholders.
- Represents the Contractor at all post-award status meetings.
- Oversees the development and delivery of timely, accurate, and complete deliverables; Develops and delivers effective mobilization plans, project budgets, on-going cost management, etc.
- Collects, tracks, and maintains information for awarded task orders; Develops frameworks and assessment tools to enhance the overall monitoring and evaluation of projects.
- Conducts periodic site visits to assess, monitor, and review program performance, ensuring projects are meeting their objectives and that project personnel are performing up to Department of State standards.
Required Qualifications and Experience
- Master’s Degree or equivalent and thirteen (13) years of progressively more complex experience in U.S. Government acquisitions (government and/or vendor) program management experience. Bachelor’s Degree or equivalent and fifteen (15) years of progressively more complex experience in U.S. Government acquisitions (government and/or vendor) program management experience. High School Diploma or equivalent and nineteen (19) years of progressively more complex experience in U.S. Government acquisitions (government and/or vendor) program management experience.
- At least three (3) years of managing a single contract or task order with a minimum $25 million ceiling value.
- At least five (5) years of experience managing Foreign Assistance programs for the Department of State and/or United States Agency for International Development with an individual contract or task order award with a minimum $10 million value.
- At least ten (10) years of progressive leadership experience in managing complex projects and/or programs, requiring interpersonal and customer service, writing, analytic, and problem-solving skills.
- Demonstrated adherence to quality standards and reviews program deliverables.
- Demonstrated research, analytical, and problem-solving capabilities.
- Demonstrated ability to successfully work with customers/clients, including the ability to respond to cost and technical tasks, monitor contract and task order performance, and apply required course corrections.
- Demonstrated proficiency with Microsoft Office software (e.g., Word, PowerPoint, Teams, Excel, SharePoint), including advanced experience in Microsoft Excel.
- Demonstrated fluency of English speaking and writing, including experience summarizing complex technical and programmatic issues in a concise matter for the U.S. government.
Preferred Experience:
- Previous program management experience on Department of State programs.
- Military experience at O-4 or higher.
