Job Description:
Parsons is looking for an amazingly talented Financial Analyst to join our team! In this role you will get to provide financial analysis and contract support to the Missile Defense Agency (MDA) Modeling and Simulation (M&S) Production Directorate (MDA/DES-P).
What You'll Be Doing:
Develop and maintain financial data files, tools and reports for program execution reviews, requirements tracking, cost estimating, earned value management, and budget management.
Interpret and analyze financial data, to include earned value, and provide estimates, forecasts, risks and recommendations.
Participate in the development and maintenance of detailed FYDP spend plans and tracking of current year obligations, cash release, accruals, and expenditures.
Coordinate with technical experts to develop formal and informal, often quick turn, cost estimates and work validation of estimates with MDA Cost Estimators.
Prepare documentation necessary to transmit funding to both internal to MDA and external customers and/or performers.
Interact with internal and external stakeholders, customers, teammates, and performers.
Assist in daily contract oversight activities and drafting of requests for proposal. Assist Government personnel in contractor proposal reviews.
Analyze and recommend business case solutions and improvements for near-term and long-term planning initiatives.
Perform research and analysis on a wide range of strategic initiatives.
Identify process improvements and workforce efficiencies to improve the program’s effectiveness and cost savings.
Develop innovative methods and tools that support the aforementioned tasks.
What Required Skills You'll Bring:
BS/BA with 7+ years of experience financial work in the Missile Defense System domain or other complex DoD program/project.
Active DoD Secret Clearance.
Demonstrated ability to coordinate with technical, financial, contracting and industry teams to understand key processes and deliverables.
Strong experience with MS Office suite, particularly MS Excel, MS Project, and PowerPoint.
Experience developing and manipulating relational data tables and Pivot tables.
Demonstrated business acumen and ability to balance technical and business requirements in the preparation of budgets, contacts, and cost estimates.
Understanding of EVMS analysis and experience with interpreting/analyzing IPMR, CFSR, and other contract financial deliverables and documents.
What Desired Skills You'll Bring:
Experience applying data management principles (governance, quality, tools, etc.) for the benefit of both engineering and business management stakeholders.
Experience with large datasets and development of databases.
Creative edge for data visualization and display techniques.
Experience working with Missile Defense Agency (MDA) customers and stakeholders.
Knowledge of the Missile Defense System (MDS).
Experience in Acquisition Planning and Management.
DAU Level II certification or equivalent in Program Management, Business Financial Management, and/or Engineering.
Willingness to travel.
Experience with MOCAS, Shared Data Warehouse (SDW), Wide Area Workflow (WAWF), DAI, and other financial data tracking sites.
Effective written communication skills to draft templates, memorandums, request for proposals, executive summaries, trip/meeting reports, and other written documentation.
Effective oral communication to assist in working with a mix of engineering, business financial management, and contracting communities to develop sound engineering, business and contracting solutions.
Self-Starter requiring little direction and guidance, who is willing to offer candid feedback and recommendations.
Experience with Integrated Baseline Reviews and Program Management Reviews.

Salary Range:
