ASRC Federal Professional Services is seeking a Cost Estimator/ Realty Specialist for a full-time position to support ongoing activities on our Civil Engineering program in Avon Park, FL.
Job Summary:
This position will perform infrastructure-related engineering cost estimating services to include those for studies, design, construction, maintenance, repair, landscaping, and renovation in support of mission-critical modernization and sustainment activities for our customers at Avon Park.
Duties and Responsibilities:
Perform cost estimates according to AF Civil Engineering Center (AFCEC) business rules for planning and programming (including "Programming Amount" (PA) estimates), and all cost estimates for built-infrastructure project execution, including costs of studies, designs, design/builds, and construction.
Update previously performed cost estimates to account for changes in year of execution, contract modifications, changes to local conditions, weather (based on expected performance period), and any other changes that may have a material impact on the cost of work.
Provide ±25% cost estimates and plans for restoration of facilities and utilities during readiness exercises, actual contingencies, or natural disasters including evaluation of hypothetical or actual damage due to hostile threat, major accidents, or natural disasters.
Perform cost estimates for procurement of study, design, and construction services through available contract mechanisms including standalone contracts, IDIQ contracts, U.S. Army Corps of Engineers contracts, and any other execution vehicles.
Review and validate internal and external estimates prepared by others.
Work with customers and company employees in a courteous, professional, and effective manner.
Track facility condition by performing facility inventory surveys/Inspections IAW a five-year schedule
Track organizational use of facilities.
Perform Space Utilization/Management functions. Receive requests for space and validatespace requirements. Develop plans to accommodate the requirement. Work withEngineering Services to program renovation, addition or replacement facilities. Present recommendations to the Space Utilization Working Group (SUWG).
Updates Builder records and maintain government designated software programs.
Requirements:
Minimum of five years of experience in developing cost estimates for new construction and/or sustainment and renovation projects and have working knowledge of construction execution and facility maintenance, improvements, and repairs.
Have or be able to obtain Air Force Certified Cost Estimator certification from the Air Force Institute of Technology (AFIT) via passing the WENG 400 Life-Cycle Cost Estimating course within 12 months of hire.
Possess robust computer skills to include using cost estimating software and employing Microsoft Office 365 and Adobe applications.
Have working knowledge of Real Property functions (DD1391, facility inspections, building condition index)
Minimum 3 years' experience in conducting facility inspections for facility HVAC, Plumbing, Electrical Systems.
Have or be able to obtain Air Force Certified Cost Estimator certification from the Air Force Institute of Technology (AFIT) via passing the WENG 424 Realty Management, WMGT 301, Into to asset Management course within 12 months of hire.
Must be capable of completing complex assignments with minimal supervision.
Possess excellent analytical and verbal and written communication skills.
Must meet citizenship requirements and currently possess or be able to obtain/maintain a U.S. government-issued security clearance.
Must maintain a valid US driver's license.
Be able to pass a drug screen.
Be committed to providing for and maintaining a safe working environment.
Preferred Qualifications:
Be proficient in use of 4-Clicks estimating software, RS Means and/or Parametric Cost Estimating System (PACES) estimating software
Have working knowledge of Airfield Paving and construction methods and procedures.
