Summary/Objective
The Capture Manager will work closely with creating, leading, and executing capture strategies based on customer needs and values. Shape, target, and pursue new business opportunities to expand NOVA's portfolio of business ranging from supporting US military branches and other US Government customers.

Develop and execute a growth strategy for assigned domain(s), achieving sales and revenue goals in concert with company executives' vision.

Reviews and analyzes RFPs and develops capture plans.

Supports responses to Federal/DoD market research / sources sought / Requests for Information (RFIs).
Interact directly with the customer to understand Program needs and shape procurement strategies for a winning outcome to NOVA.
Engage and collaborate deeply with customers to synthesize feedback, customer perspective, and understand past customer experiences.
Propose alternative strengths, threat mitigations, scoring matrices etc for a higher probability of program success.
Identify resources and funding to execute capture efforts to deliver a winning proposal.
Evaluate potential teammates to ensure complete coverage of all opportunity requirements; coordinate teaming activities and decisions.
Lead solution/offer development and writing strategies for assigned captures. Leads and supports the development of win themes; collaborates with Business Development Managers and the proposal team to develop compliant and compelling proposals.
Represented Subject Matter Expert in the training solutions and services industry across the Department of Defense. Architects technical solutions for proposals and opportunities.
Provide writing support for the preparation of government proposals and other written materials, primarily utilizing Microsoft Office tools and Microsoft SharePoint.

Education and Experience
Bachelor's degree with 3-8 years (preferred) of Business Development or Capture Management experience. Understanding of the US Government program procurement process. Experience with program development, execution, and meeting customer and business obligations/commitments. Ability to create and maintain effective relationships with internal and external teammates and industry partners. Familiarity with contracting vehicles such as GSA, TSA, OASIS, and others. Experience or background with user experience in a Military branch such as the Army, Air Force, Navy, USSOCOM, etc.
Preferred Education and Experience
Shipley Proposal Method experience is preferred. Experience with small business set asides and the full and open market.

Work Environment, Programs, and Tools
This position operates in a professional environment and requires the individual to type, sit, stand, talk,and listen.
Required knowledge of the following tools, equipment, and programs includes: computers, phones, copier/scanner/fax, Microsoft Office Suite, and Google Workspace.
Preferred experience with ProPricer, Microsoft Visio, and Microsoft Project.
Position Type/Expected Hours of Work
This position will be remote but may frequently visit with onsite leadership and customer personnel which will require adherence to the Government site hours of operation. This position is a full time salaried exempt position, expected to work no less than 80 hours a payroll period. This position may require evening/weekend work and work outside of the typical work hours when needed to support procurement capture needs.
Travel
Must be willing and able to travel. Travel is expected about 25%-30% annually to interface with customers and industry partners, support industry conferences, and attend proposal summits.
Security Clearance
Active Secret Clearance is required.
