The Indo-Pacific Regional Operations Department (N254) works with the U.S. Indo-Pacific Command (USINDOPACOM) and the Military Service Components on-island to inform warfighter requirements and Concepts of Operation (CONOPS), and provides Command, Control, Communications, Computers, and Intelligence (C4I) systems acquisition, engineering, and integration support to the Department of Defense (DOD) and U.S. Allies in the Pacific Theater. N254 is a dynamic and forward leaning organization that provides direct connections to warfighters. These direct connections allow staff to monitor and participate in current operations and exercises. A key output of this access is the ability to inform technology innovation and capability analysis with operational domain expertise. N254 operational depth and warfighter access has generated considerable expertise in the development and analysis of CONOPS, mission threads, use cases, and operational requirements. The Department establishes links between DoD sponsors and Coalition Partner development activities. N254 is on the cutting edge of current operations and is a major thought leader in force modernization.
Roles and Responsibilities:
The Indo-Pacific Regional Operations Department (N254) within MITRE's Joint and Services Center is seeking to fill Systems Engineering positions for MITRE's project with US Indo-Pacific Command (USINDOPACOM) located at Camp Smith, Hawaii. Successful candidates will have a background working with the Department of Defense coupled with demonstrable experience in one or more of the following technical and/or mission-focused competencies: 1) cyber operations and analysis; 2) resilient communications (C2); 3) network communications; 4) Systems-of-systems engineering.
Successful candidates will possess both a breadth of cyber experience and a depth of knowledge in one or more cyber domains listed below for direct application to our sponsors' problems:
Advising decision makers on recommended actions to implement secure, resilient, and safe architectures for operational environments.
Researching and advising on the implementation of cyber threat intelligence (CTI) frameworks, including information sharing protocols and platforms, to enhance situational awareness and threat detection capabilities across stakeholder environments.
Developing and operationalizing cyber sensor and analytic architectures to enable more efficient and effective OT cybersecurity operations, threat-hunting, and forensic analysis. Execute technical and programmatic duties in the delivery and integration of cyber technologies into stakeholder environments.
Supporting technical requirements outreach sessions with sponsor stakeholders to identify existing data sources, formats, and interfaces.
Identifying tools, frameworks, and methods to help integrate disparate structured and unstructured data sources across the sponsor's work program.
Manage and lead technical project efforts to deliver successful outcomes to sponsor challenges. Work directly with the technical management team to develop staff through leadership and mentorship.
Conducting cyber mission dependency, criticality, mission failure, and adversary cyberattack scenario analyses to inform design of OT resilient architectures.
Researching, developing, operationalizing, evaluating, and improving OT defensive tactics, techniques, and procedures (TTPs) for detecting and responding to cyber threats.
Researching and operationalizing cyber threat intelligence (CTI).
Developing and performing attack emulation and defensive operations.
Basic Qualifications:
Typically BS in a technical discipline, such as Engineering (Cybersecurity, Mechanical, Electrical, Aerospace, Manufacturing, Computer), Physics, Statistics, Mathematics, or related fields; or a BA in International Relations, International Security, or similar fields and 5 years of experience, or a master's degree and 3 years of experience.
Familiarity with DoD military missions
Prior experience working day-to-day in government-controlled DoD spaces.
Demonstrated knowledge of operational and developmental experimentation and testing.
Strong system-of-systems engineering experience across weapon systems and mission sets.
Prior experience with US Department of Defense systems of systems integration.
Effective and influential written and oral communications skills.
Active Secret Clearance with the ability to obtain and maintain a TS/SCI
This position requires a minimum of 50% hybrid on-site.
Preferred Qualifications:
Bachelor's Degree and 8 years of related experience; or 6 years and a Master's degree; or a PhD; or equivalent combination of related education and work experience
Working directly with government and critical infrastructure operators to develop requirements for new cyber protection technologies, perform applied research and development activities, develop operational pilots, and assist in transition to operational use.
Hands-on experience with programming PLCs, field instrumentation, in an operational or lab environment.
Hands-on experience with configuring industrial networks and maintaining a domain in an operational or lab environment.
Experience designing and working with OT systems.
Experience with OT network monitoring and adversary emulation.
Experience with cyber threat intelligence (CTI) and cyber threat intelligence platforms (TIP).
Current knowledge of emerging technology being adopted into acquisition programs and/or the INDOPACOM theater.
Demonstrated capability for strategic planning and ability to provide actionable plans to government sponsors.
Experience with and/or future interest in project and department leadership roles including project leader, task leader, and group leader
Active TS/SCI
As part of MITRE's Push to the Pacific initiative, employees hired to this requisition may be eligible to participate in a Hawaii Rotational Incentive program. For select positions with high demand and difficult to fill skill sets, MITRE is proud to offer selected staff the opportunity to receive a 15% lump sum payment each year, for up to 3 years. The above figures are based on current base salary upon selection to the Hawaii Rotational Rotation Program, less tax withholding and other applicable deductions.
