The Indo-Pacific Regional Operations Department (N254) works with the U.S. Indo-Pacific Command (USINDOPACOM) and the Military Service Components on-island to inform warfighter requirements and Concepts of Operation (CONOPS), and provides Command, Control, Communications, Computers, and Intelligence (C4I) systems acquisition, engineering, and integration support to the Department of Defense (DOD) and U.S. Allies in the Pacific Theater. N254 is a dynamic and forward leaning organization that provides direct connections to warfighters. These direct connections allow staff to monitor and participate in current operations and exercises. A key output of this access is the ability to inform technology innovation and capability analysis with operational domain expertise. N254 operational depth and warfighter access has generated considerable expertise in the development and analysis of CONOPS, mission threads, use cases, and operational requirements. The Department establishes links between DoD sponsors and Coalition Partner development activities. N254 is on the cutting edge of current operations and is a major thought leader in force modernization.
Roles and Responsibilities:
The Indo-Pacific Regional Operations Department (N254) within MITRE's Joint and Services Center is seeking to fill Systems Engineering positions for MITRE's projects with US Indo-Pacific Command (USINDOPACOM) and Service Components including PACAF, PACFLT, and USARPAC located at respective headquarters on Oahu, Hawaii. The successful candidate will be responsible for supporting and leading several studies associated with various defensive and intelligence capabilities. This position provides challenging opportunity to apply and expand one's systems architecture, modeling, vignette simulation and domain analysis skills.
Successful candidates will be able to utilize experience and expertise to define, drive, and implement more cohesive and efficient experimentation campaigns. Specific responsibilities include:
Work in partnership with multiple stakeholders to develop optimal solutions accounting for various perspective and variables
Applying deep understanding of model-based architecture and mission engineering best practices to improve or transform systems capabilities of DoD and/or intelligence community (IC) enterprise information environments
Using systems models to assess the impact of proposed changes on component or constituent systems
Defining capability and interoperability gaps, overlaps, opportunities, and constraints
Create mission models (MT & METs) from the details from the operational products in MBSE tools (e.g., Cameo)
Create mission architecture products (METs & System Architecture Views) from the mission models
Integrate MBSE (e.g., Cameo) and Operational Analysis (e.g., AFSIM) models to support quantitative and qualitative analysis
Construct military models and entities of varying complexity in AFSIM.
Create and enhance operationally relevant scenarios that accurately represent actions, reactions, and interactions between entities in the AFSIM and Cameo simulations.
Contribute to the development and execution of MS&A study plans to be conducted using AFSIM.
Coordinate with team members to contribute to execution of analysis of studies, analyze results, and prepare and present study findings.
Collaborate with study leads and customer stakeholders to identify study requirements and develop relevant technical approaches.
Analyzing complex systems-of-systems to provide actionable recommendations to US Indo-Pacific sponsors.
Basic Qualifications:
Typically requires a Bachelors degree and a minimum of 2 years of related experience; or an advanced degree with relevant experience who can immediately contribute at this job step; or equivalent combination of related education and work experience.
Familiarity with DoD military missions
Prior experience working day-to-day in government-controlled DoD spaces.
Possess active TS with the ability to obtain a TS/SCI clearance.
Demonstrated commitment to continuous learning, innovation, and engineering excellence.
Experience with development in Python.
Experience with AFSIM and other M&S applications and integration of models to perform more comprehensive simulations.
Familiarity in the practical application of the various components of the Digital Engineering lifecycle (systems architecting and MBSE, Modeling and Simulation (M&S), etc.)
Familiarity with product lifecycle, trade studies, requirements, and interface definitions.
Interest in complex multi-disciplinary problems and ability to work with colleagues across engineering domains.
Proven ability to work independently to learn new technologies, techniques, processes, software languages, platforms, and systems.
Strong communication (verbal, written, and presentation) and interpersonal skills to interact with technical peers and government sponsors.
This position requires a minimum of 50% hybrid on-site.
Preferred Qualifications:
Bachelor's degree with 5 years of relevant experience in Computer Science, Systems Engineering, or a related field; or 3 years and a Master's degree; or a PhD with relevant experience who can immediately contribute at this job step
Familiarity with MBSE and developing integrated architectures using standards-based modeling language (e.g., UPDM, SysML, UML).
MagicDraw and Cameo Enterprise Architect & Teamwork Server for managing architecture models is preferred, but not required if the candidate has a strong ability to quickly learn new tools.
Familiarity with architecture frameworks (e.g., DoDAF, UAF, TOGAF, Zachman).
Experience with developing add-ons or plugins for systems modeling tools.
Familiarity with Joint and Naval C4I & Space systems from technical and/or operational perspectives
Familiarity with a range of systems engineering lifecycle activities including, but not limited to, requirements, design, development, testing, deployment, and sustainment.

As part of MITRE's Push to the Pacific initiative, employees hired to this requisition may be eligible to participate in a Hawaii Rotational Incentive program. For select positions with high demand and difficult to fill skill sets, MITRE is proud to offer selected staff the opportunity to receive a 15% lump sum payment each year, for up to 3 years. The above figures are based on current base salary upon selection to the Hawaii Rotational Rotation Program, less tax withholding and other applicable deductions.
