Project Overview:
Bechtel has been providing program, project, and construction management services for Riverside County Transportation Commission (RCTC) for the past 36-years. The project team helps RCTC to implement "Measure A", the Regional Transportation Plan (RTP) / Sustainable Communities Strategy (SCS) and adopted plans and programs in compliance with state and federal requirements with the goal of providing the residents of Riverside County greater mobility, improved quality of life, operational excellence, and economic vitality.

Bechtel is seeking a Project Coordinator/Manager to join the Riverside, California team. This team oversees the planning, environmental clearance, design, and construction of projects on the state highway system, under California Department of Transportation (Caltrans) oversight and following Caltrans' standards and procedures, and on commuter and freight rail lines, under Federal Transit Administration (FTA), Southern California Regional Rail Authority (SCRRA) or Burlington Northern Santa Fe Railroad (BNSF), and Union Pacific Railroad (UP) oversight and following their standards. In the Project Coordinator role, you will have an opportunity to work alongside a dynamic team of industry professionals across the globe to support the team.
This role will be located in the client's office in Riverside, California and will be in person.
Work includes assisting the client Project Manager in all activities relating to one, or several concurrent contracts, as assigned by management. This role is intended to support the client's Capital Project team. The specific responsibilities of the Project Coordinator include, but are not limited to, the following:
Major Responsibilities:
Support with the planning, organization, and administration of contract procurement of professional services. Some of the related duties include but are not limited to the following: development of task orders and request for proposals, evaluation of proposals, contract negotiation, development of project schedules, review and administration of contracts, procurement document retention, rough order of magnitude cost estimation, review, and recommendation for payment of invoices.
Provide project oversight, analysis, and input through all phases of project development and delivery. Some of the related duties may include but are not limited to the following: coordinate preparation and compliance of project delivery schedules with consultants and project team; facilitate and document project meetings; review of design and environmental reports and plans for all phases of a project including planning, Project Approval & Environmental Document (PA&ED), Plan, Specifications and Estimate (PS&E) and construction.
Monitor the consultants progress and schedule and ensure they are progressing the work and that the elements of the schedule are logical and applicable to the phase of the project.
Assist and monitor the consultants work during the environmental process and ensure they deliver the required documents/studies /reports required by California Environmental Quality Act (CEQA), National Environmental Policy Act (NEPA), and any other environmental requirements. On project Subject Matter Experts (SMEs) are available to support the Project Coordinator and provide mentoring and guidance or review and comments on the reports.
Assist the client in obtaining the necessary permits for the project including but not limited to 401, 404, 1602, relevant City, County, State, and Federal permits.
Support with the identification and monitoring of project risk. Some of the duties may include but are not limited to the following: identify and document risk, development of risk mitigation measures and reporting risk resolution or impacts.
Support in communicating project status and updates to Client, legal representatives, consultant staff, residents, and project stakeholders.
Support coordination with federal, state, and local agencies during project planning, design, and implementation. Ensure compliance with any pertinent administrative requirements. Some of the related duties may include but are not limited to the following: Develop and recommend approval of contracts and cooperative agreements with other governmental agencies, consultants and private contractors as needed. And monitor their implementation.
Prepare and review a variety of planning and policy reports, communications related to projects, programs, and the appropriation of funds.
Working with the Project Controls team and Client's staff to monitor the project funding, budget, and costs. Ensure the projects remaining within the budget and funding limits established.
Development of client presentations and staff reports for the client's commission, committee, staff, community, and public agency governing bodies meetings and public hearings and coordinate approval with the Client PM and seek and obtain other Client approvals of the documents.
Provide updates and potentially give presentations on behalf of the client to City Councils and local business organizations.
Attend, participate, and document monthly client's commission, committee, joint powers, governmental, staff, and citizen advisory meetings.
Develop contract correspondence, awards, amendments, and contract changes for the client's approval and presentation to the
client's management team and Commissioners.
Manage, coordinate, and complete other special projects as assigned.
Meet with representatives from Caltrans, SCRRA, BNSF, UP, or other agencies/cities to discuss projects and seek resolution on issues that may arise.
Attend local organizational meetings as a representative of Bechtel.
Provide advice and support to the client in all phases of a project and identify any areas that may require assistance from the Bechtel team and request this assistance.
Experience in using and creating schedules in Microsoft Project.
Experience in the development of cost estimates.
Review and coordinate correction of consultant/contractor invoices.
Education and Experience Requirements:
University Degree in Civil Engineering or Construction Management.
10+ years of hands-on experience in the Environmental Clearance or Design and management of transportation related projects under the authority of a State Department of Transportation.
Required Knowledge, Skills, and Abilities:
Hands-on experience in working on environmental or design projects under the authority of SCRRA, BNSF, UP, or other railroad authorities would be beneficial.
Working experience and knowledge of planning, PA&ED, PS&E, and construction phase of a project.
Experience in compliance with/or understanding of the requirements of the California Environmental Quality Act (CEQA), National Environmental Policy Act (NEPA), and Western Riverside County Regional Conservation Authority.
Experience in environmental and/or design projects with the United States Army Corps of Engineers.
Be customer focused and proactive in all interactions with the client and Bechtel team.
Be flexible and able to take on varying levels of responsibility and projects.
Provide support to the project team and open to cross discipline roles.
Previous experience with design build project delivery method is desirable.
