Job Description:
General Dynamics Information Technology is seeking an experienced law enforcement or intelligence management professional for an Intelligence Senior Manager position. This position will be for full time employment with a projected January 2025 start date. The selected individual will serve as the Executive Director of the Joint Regional Intelligence Center (JRIC) in Norwalk, CA, to manage all aspects of the JRIC and serve as the primary point of contact for federal, tribal, state, local, and private sector entity executives.
HOW AN INTELLIGENCE SR MANAGER WILL MAKE AN IMPACT
The essential duties and tasks assigned to the JRIC include but are not limited to:
Oversee and evaluate all aspects of JRIC operations, including resource allocation, organizational structure, product quality, and the collection and use of all threat information; based on said review and evaluation, make appropriate notifications and suggestions to partner agencies
Implement the Baseline Capabilities for State and Major Urban Area Fusion Centers; including the Suspicious Activity Reporting (SAR) Fundamentals and Processes and National SAR Initiative (NSI)
Coordinate both long- and short-term strategies for threat liaison officer training, critical infrastructure protection, intelligence and analysis, and private sector goals
Manage contractors and employees of public safety agencies who have been assigned to the JRIC
Develop and maintain extensive federal, tribal, state, and local contacts to determine needs of client agencies
Act as a liaison between the Regional Information Sharing System's (RISS) Western States Information Network (WSIN), the State Threat Assessment System (STAS), Urban Area Security Initiative (UASI), Major County Sheriff's Association Intel Commanders Group (ICG), and Public and Private Sector Partner Organizations
Work closely with management at the other California Fusion Centers and State Threat Assessment Center (STAC)
Represent the JRIC at various intelligence-related meetings and briefings; including conducting Executive Level briefings to the UASI Urban Area Working Group, personnel from the public safety community, the US Intelligence Community, as well as other federal, tribal, state, local and private sector entities
Develop evaluation criteria, annual operational performance goals, and prepare reports and briefings for quarterly Governance Board Meetings
Maintain open communication and general administrative collaboration with the Governance Board regarding execution of programs and policies intended to achieve the JRIC mission
WHAT YOU'LL NEED TO SUCCEED:
A Bachelor's degree in a relevant field; a Master's degree in a relevant field is desirable
A minimum of 15 years of experience in law enforcement/intelligence community, including 10 years of supervisory and/or management experience
Proven leadership and experience working and managing a multi-agency law enforcement, intelligence, or fusion center environment involving federal, state, and local authorities (i.e. task force or joint operations center)
High level of strategic thinking and planning with the ability to envision and convey the organization's strategic future
Proven ability to successfully engage and collaborate with federal, state, local, and tribal public safety agency executives
Knowledge of grant management, developing funding strategies, and assessing positive outcomes
Excellent interpersonal skills and ability to effectively gain consensus among people with differing viewpoints
High degree of intrapersonal initiative requiring sound judgment with minimal supervision and guidance
Exceptional writing and public speaking skills to include briefings of public safety executives and public officials at all levels of government
Working knowledge of Microsoft Office Suite, especially Word, Excel and PowerPoint
An active Secret security clearance; Top Secret eligible

The likely salary range for this position is $127,500 - $172,500. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
