Overview
PORT CAPTAIN/ PROJECT MANAGER (RSCS):
Bowhead seeks a Port Captain/Project Manager to operate Navy vessels out of San Diego, CA supporting the Range Support Craft Services (RSCS). The Port Captain/Project Manager will work to work as part of a close knit team, as well as independently, to accomplish a range of maritime functions as you support RSCS.
Responsibilities
As a member of the team you will: Operate marine vessels and associated marine equipment, when not operating assigned vessel you will perform maintenance duties to ensure vessel readiness or fill in to operate other vessels. The Port Captain/Project Manager will ensure that the vessel is prepared and ready to depart to meet the assigned schedule.
The PM shall organize, plan, schedule, implement, control, analyze, and report on all elements of the PWS.
The PM shall have resources and authority to ensure efficient and timely program execution and shall bethe Contractor's focal point for all required program tasks.
The PM shall be always prepared to present and discuss the status of contract activities, requirements, and issues. The PM shall be responsible for ensuring the QUAL/CERT program is up and running to support missions.
The PM is expected to routinely visit the vessels to ensure proper contract execution by the crew.
Government office space will be available for the PM and is expected to be available on workdays to interact face-to-face with Guam Government personnel and the crew on a daily basis.
The Contractor shall submit a Daily Personnel Accountability Log Report (CDRL A003) to indicate all daily completed work for all vessel operations and maintenance. The report will consist of the following but not limited to, all personnel tasking performed, customer supported, start and stop times, hours worked and pay type (Regular/Overtime).
The PM shall be the primary point of contact for all work performed under the contract. Identified problems that, if left unresolved, adversely affect the Contractor's performance, schedule or costs, shall be addressed by the PM who shall take all appropriate measures to mitigate adverse impacts.
The PM shall ensure assignments and priorities are coordinated with the PMRF DET GuamPersonnel.The assignments shall be completed in a manner that is thorough and within schedule and document all accomplishments directly relevant to the individual task's schedule(s).
The PM personnel shall have the requisite skills, expertise, and experience to perform the requirements of each task to include satisfying the quality requirements.
The PM shall participate in and provide execution of project planning, preventive maintenance, corrective maintenance, personnel management, cost monitoring, mission scheduling, and tracking all tasks progress.
The PM will be responsible for working directly with the Government to coordinate and plan theOperations and Maintenance schedule forRSC-2 and MPC-1 and training support requirements.
The PM will be responsible for reporting and tracking all discrepancies and reporting any degradation ofRSC-2/MPC-1 or Surface Targets to the Government.
The PM is responsible for the correctness of all funding documents presented to the Government for payment.
The PM is responsible for ensuring all maintenance and repairs are scheduled and accomplished for allGovernment equipment.
Responsible for the safe operation of small craft and ocean going vessels up to and over 160' in length, operate the vessel following inland and international rules-of-the-road using radar, GPS, and other navigational aids.
Conducting pre-evolution briefs, Safety Briefs, Shipboard Drills such as man-overboard, fire and flooding casualty drills, conducting navigation briefs which include the planning and execution of the exercise voyage plan, ensuring the safety of all crew and passengers, managing all crew assets to safely and effectively accomplish the RSCS exercise plan, navigating the vessel in a safe manner which maximizes the exercise plan execution and minimizes risk, while underway ensuring the vessel position is monitored to remain in safe and navigable waters and accomplishing all post mission debriefings and documentation.
Ability to interact directly with the Captain, Port Engineer, Chief Engineers, government personnel on a daily basis to meet schedule commitments and maintain effective communication.
Qualifications
Must be a U.S citizen.
Must be eligible to obtain and maintain a U.S government security clearance.
Ten plus years of large ocean going vessel operations experience preferred. Certifications: USCG Mate 500 Ton Oceans license (or greater) or equivalent USCG License, Radar, Bridge Resource Management, and STCW certifications and endorsements. Basic and Advanced Firefighting Training, First aid/CPR certification, and Management Level STCW Certification.
Five years of near coastal vessel operations experience, USCG Master 100 Ton license, or greater, Radar and STCW certifications and endorsements, First aid/CPR Certification; and STCW Certification.
Valid passport and Driver's licensed required. Must be able to reside in remote location with limited medical facilities
40 hour HAZWOPPER certified- preferred
Prior Military experience is a plus.
Experience operating vessels under conditions requiring precise navigation, station keeping, close quarter maneuvering, precision anchoring, and specialized testing operations.
Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint
Ability to communicate effectively with all levels of employees and outside contacts
Strong interpersonal skills and good judgment with the ability to work alone or as part of a team
Physical Demands:
Must be able to occasionally lift up to 50 pounds
Must be able to stand and walk for prolonged amounts of time
Must be able to twist, bend and squat periodically
SECURITY CLEARANCE REQUIRED: Must be able to obtain and maintain a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
