Summary
The Program Controls Manager will be responsible for oversight of both internal and external customer deliverables and all phases of Program financial implementation. The Manager, Program Controls is responsible for leading Program Financial Analysts and Program Scheduling teams while providing support to the Director of Finance. One must have a practical understanding of financial principles and demonstrate application through hands-on experience. In this role, one must ensure successful execution of the program through the application of Earned Value Management techniques (EVM) including: baseline generation, maintenance, Estimate at Complete (EAC) development, scheduling, in depth analysis, risk and opportunity assessment, and status reporting on a weekly, monthly, and quarterly basis.
Position Responsibilities
Take a lead in Estimate at Complete & Earned Value development processes for a specific division
Adheres to AV's Earned Value Management System Description. Maintenance of policies and procedures to align with industries best practices for effective performance management
Provided guidance and detailed review of Program Estimate at Completes across the portfolio of a specific division area to ensure compliance to financial reporting & SOX compliance
Supervise the division area's Finance division including the assigned Business / Program Control Managers, Program Schedulers and Program / Financial Analysts
Ownership & Maintenance of Division Program Control related systems (Oracle, Cobra, MS Project PWA)
Help to support the Division's Director of Finance in the monthly close process to ensure accurate reporting of Financials and SOX Compliance
Provide support to audits of financial information by internal auditors, external auditors, DCAA and other agencies
Support new business initiatives and engineering change proposals (ECPs).
Works on issues where analysis of situations or data requires an in-depth knowledge of organizational objectives.
Regularly interacts with senior management or executive levels on matters concerning several functional areas, divisions, and/or customers

Basic Qualifications (Required Skills & Experience)
Bachelor degree in Finance, Accounting, Economics, Mathematics related filed is required or 7+ years equivalent combination of education, training, and experience
Experience in Program Controls and/or Financial Planning and Analysis (FP&A).
Advanced knowledge of Earned Value Management
Advanced knowledge of ASC-606 "Revenue from Contracts with Customers"
Advanced knowledge of Internal Audit Controls for SOX
Knowledge of Government Cost accounting principles and FAR
Strong analytical, presentation, business writing and problem solving skills
Ability to communicate information, both orally and in writing, to internal & external customers
Ability to manage multiple, critical projects simultaneously and enjoy working in a dynamic and fast-paced environment.
Should have current expertise in: 1) MS Office Suite, 2) EVMS System such as Cobra, MPM 3) ERP System such as Oracle EBS 4) MS Project including resource loaded schedules and Project Web Application (PWA)
Strong financial analysis and budget management skills with a focus on aerospace project funding structures.
Excellent organizational and multitasking abilities, specifically within the context of government project complexities.
Familiarity with project management tools and software used in the government sector.
Effective communication and interpersonal skills, with the ability to collaborate across diverse teams.

Advanced degree or certifications in aerospace project management a plus

Special Requirements
U.S. Citizen, U.S. Permanent Resident (Green Card holder) or asylee/refugee status as defined by 8 U.S.C. 1324b(a)(3) required.
Occasionally may be required to travel within the Continental U.S.
The salary range for this role is:
$122,387 - $183,581
