Summary This FINANCIAL SERVICES TECHNICIAN is located in the US Property and Fiscal Office (USP&FO) Comptroller Division, Financial Services Branch. and is part of the CA USPFO Army. Responsibilities THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION The primary purpose of the FINANCIAL SERVICES TECHNICIAN, GS-0503-8, is to provide analysis, validation, processing and correction of financial transactions and issues/problems involving the full range of financial services. Incumbent uses complete understanding of inter-related systems and processes across multiple functional areas and their interoperability to ensure the validity and accuracy of all disbursements, collections, and adjustments related to financial records. Interprets data to identify problems, determines nature of the problem or issue. Performs research on processes and methods relating to financial transactions for analysis of complex and unusual financial transactions. Researches, interprets, analyzes, and applies regulations, policies, procedures and legal decisions to work and/or resolve complex financial issues/problems. Audits the full range of pay, travel, and accounts payable authorizations and entitlements to determine compliance with multiple laws, regulations, policies and issuances. Analyzes diverse financial management technical methods, techniques, precedent cases, and procedures. Analyzes and develops a variety of new or established techniques and methods to evaluate alternatives and arrive at decisions, conclusions, and recommendations that enhance operations. Performs broad-in-depth financial analysis of inter-related accounting, logistics and computer file systems concerning pay, accounts payable, and various travel entitlements, using multiple procedures, processes and techniques to evaluate alternatives and arrive at decisions, conclusions and recommendations. Performs in-depth analysis, complicated pay, travel, and accounts payable issues involving substantial corrective action and/or complicated adjustments and resolves issues, including assessing unusual circumstances or conditions. The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force. THIS IS A FINANCIAL MANAGEMENT LEVEL 1 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action. Qualifications FINANCIAL SERVICES TECHNICIAN, GS-0503-8: Must have at least one year of specialized experience, equivalent to at least the GS-07 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: Experience in providing analysis, validation, processing and correction of financial transactions and issues/problems involving the full range of financial management services and accounting functions; Experience with inter-related systems and processes across multiple functional areas and their interoperability to ensure the validity and accuracy of all disbursements, collections, and adjustments related to financial records; Experience reconstructing inaccurate accounts, gathering and organizing information for inquires, and resolving problems; Experience suggesting specific changes to the guidelines and development of control mechanisms; Experience in fact-finding and investigative techniques that identify, analyze and recommend solutions regarding fiscal accounting activity.
