Job Description:
Parsons is looking for an amazingly talented Procurement Manager to join our team! The candidate will provide commercial leadership and management for every phase/stage of a large infrastructure program, consisting of multiple drainage system and tunneling projects.
We are seeking an experienced Procurement Manager to lead this high-profile project, who has proven experience of leading successful rainwater drainage (stormwater), sewage network and tunnelling projects in the GCC and Internationally.
In this role, you will manage all procurement activities for the project, focusing on drainage systems and tunneling projects. You will work closely with the client team and the project team to ensure on-schedule completion within or below budget, and in accordance with all client requirements. You will provide procurement leadership, management, and guidance to assigned personnel, ensuring proficiency and timeliness in procurement and contract administration. This includes reviewing contracts, identifying potential conflicts, and ensuring compliance with procurement processes and procedures.
What You'll Be Doing:
Lead all procurement related matters.
Assist in the in the supporting of the client project executives, project leaders and project directors in monitoring and controlling the performance of procurement services to ensure services are effective, meet statutory requirements and deliver the desired outcomes.
Lead Project start up, implementation of procurement procedures and protocols.
Monitor compliance with processes and where possible identify areas where improvements can be made.
Responsible for providing direction and expertise in procurement activities for strategic requirements.
Manage resources and performance within allocated budgets.
Manage a procurement team, with other managers, procurement resources to ensure project requirements are fulfilled.
Advise Commercial and Contracts Director and Client on all procurement issues with the various Contracts.
Responsible/manage with others all procurement duties, including supplier databases, EOI, RFP, Tender Documents etc.
Responsible for review and management of Tender Queries, Tender Query Responses, Tender Evaluation Process, Tender Recommendations to the client.
Chair procurement meetings and attend design meetings, progress meetings, workshops, etc. as required.
Initiates action, as required, to resolve any procurement problems which might adversely affect project requirements and construction schedules.
Collaborates with client and other entities to understand market conditions and potential tenderers for project requirements.
Performs other responsibilities associated with this position as may be appropriate.
What Required Skills You'll Bring:
Bachelor's Degree in Business Administration / Economics / Engineering (or related field)
Minimum 15+ years of related work experience is required.
MCIPS (Full Member of Chartered Institute of Procurement and Supply) or equivalent professional qualification is preferred.
Procurement experience in PMO/PMC on giga / mega value projects
Prior experience working on major infrastructure, drainage, sewage, tunnels, utilities projects essential.
Major earthworks and/or tunneling experience would be preferred.
Requires a comprehensive knowledge of industry business practices and regional procurement rules and regulations.
Ability to perform in a senior management capacity.
GCC (Gulf Cooperation Council) experience preferred.

Deep understanding of local and international procurement regulations and standards, ensuring all activities are compliant.
Expertise in strategic sourcing to optimize procurement processes and achieve cost savings.
