Responsibilities As a PROCUREMENT ANALYST you will be responsible for the following duties: As a Procurement Analyst for the Defense Counterintelligence and Security Agency (DCSA), you will join a dynamic team of contracting and acquisition professionals enabling a critical National Security mission through contracts and other transactions. The Contracting and Procurement Office (CPO) partners across the enterprise to deliver innovative contracting and business solutions that enable DCSA mission success. Interpreting and drafting various policy documents to include acquisition policy, DCSA-wide policy, templates, standard operating procedures, and preparing and presenting training on various acquisition topics. Ensuring procurement/agreement files are compliant with law, regulation, policy, and sound business practices. Preparing responses to Congressional inquiries, Freedom of Information Act requests, or other sensitive correspondence. Representing the agency and organization at internal or external meetings. DCSA primarily runs on Eastern Time. Location. Location is negotiable after selection. Selection will not be based upon location. Candidate may have the option to choose remote or work from one of our office locations; Quantico, VA; Fort Meade, MD; and, Boyers, PA. Remote: This is a remote position. Remote refers to work performed on full-time basis at your home address. As a remote worker, the incumbent is expected to meet all job requirements without regular access to government issued office space. Requirements Conditions of Employment Qualifications This position has a Basic Requirement for the 1102: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. *NOTE: Failure to provide transcripts will result in you being rated ineligible for this position. NOTE: The education requirements listed above apply only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement (An SF-50s must be provided to show applicant is a current 1102 and has been in this series since October 1, 2000 if using this exception). Current military members who occupied a similar occupational specialty to the GS (or equivalent)-1102 or before September 30, 2000 are also exempt from meeting this requirement. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-12 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Managing complex procurement actions, such as procurements for the following: agency-wide support services; or information technology hardware, software, and services (including software as a service). Experience planning, developing, implementing, maintaining, and administering all contractual aspects of a major procurement action and to provide relevant comprehensive reviews and management advice to senior leadership.
