Nightwing Security is seeking a Security Manager to serve as a Contractor Program Security Officer
(CPSO) in support of a Special Projects ELITE (SPE) security program. Located at a Nightwing Dulles
Offsite facility in the Sterling, Virginia area, the Security Manager (CPSO) will manage the security of a Sensitive Compartmented Information (SCI) Program, maintaining compliance with NISPOM, all applicable Sponsor security policies and procedures; all applicable Intelligence Community Directives
(ICDs); and all other applicable Government security policies and procedures. This position requires a self-starter who is interested in working in a fast-paced environment. This role encompasses a variety of duties and responsibilities to include daily communication with government customers, program management, and security counterparts.
This role has a direct impact on customer mission and Nightwing success.
Responsibilities to Anticipate:
Coordinate and collaborate with government and industry oversight agencies to facilitate inspections/audits of security programs and systems.
Maintain proper documentation to include SCIF accreditation and SOPs, handle access control, process visit certifications, and facilitate customer inspections
Implement local SOPs, processes to maintain SCIF compliance incorporating policies and procedures to ensure compliance and consistency.
Will be required to prepare for customer security inspections and assistance visits, as required, to include leading and conducting security self-Inspections.
Manage the ongoing installation and maintenance of security, access control, CCTV, Access Control Databases and other related electronic security and communication systems/networks.
Physical Security - Maintain secure facilities in accordance with NISPOM and ICD 705 standards; conduct annual self-inspections, maintain proper documentation to include SCIF accreditation and SOPs; facilitate and support customer inspections to ensure successful government audits of classified programs and facilities; oversight of a contractor guard force; handle access control and processing of visit certifications; and change safe and door combinations.
Required Qualifications:
US Citizenship with a current and active Top-Secret SCI Clearance and polygraph;
Must have 8+ years of applicable work experience in Procurement, Compliance or related field (ideally in a US government contractor environment) with a BS degree, or 16+ years of applicable work experience at the minimum in lieu of a BS degree can be substituted.
Knowledgeable of SCI Security requirements, Intelligence Community Directives (ICD), the NISPOM, and other applicable Government/customer security directives, policies and procedures;
Proven experience interacting positively with the Defense Counterintelligence & Security Agency or other Cognizant Security Agency personnel;
Experience using clearance databases to include Scattered Castles, DISS, and Access Commander, CCURE, and other Access Control and monitoring systems.
Ability to plan, prioritize, schedule and organize activities and workload while accomplishing objectives in a fast paced environment;
Ability to work and take actions independently, and solve problems by making sound decisions;
Ability communicate professionally both verbally and in writing;
Ability to build rapport, interact with and foster a cooperative work environment with a diverse population of employees, subcontractors, and customers;
Attention to detail and follow-through when completing tasks; and
Proficient with Microsoft Office applications (Word, Excel, and PowerPoint).

Strong business acumen including proven capability to adapt to changing work environments and successfully work under pressure to include the ability to positively interact with customers on policy issues.

The salary range for this role is 105,000 USD - 221,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company's performance.
