The Space Dynamics Laboratory (SDL) C4ISR Systems Division is seeking a Lead Digital Transformation Engineer. The Digital Transformation Engineer will be embedded with the Air Force Weapons System Directorate at Hill AFB, Utah. They will act as the government's Chief Digital Officer (CDO) setting policy and providing strategic direction to the directorate as primary Information Functional Manager and Information Advisor for all system development and lifecycle activities. Astuteness in navigating the nuances of military acquisitions and Air Force culture will provide key insights leading to success in this position.
The CDO will support the design, development, and delivery of a weapon system in Air Force Material Command's Air Force Nuclear Weapons Center (AFNWC), providing technical leadership and expertise to all personnel, programs, support missions, associates, and customers across the Information Environment. They will lead all Information Function activities associated with the Directorate, this includes the Enterprise Architecture (Program Office business operations), Weapon Systems Architecture, while keenly focused on cybersecurity. Collaboration with the Chief Engineer and as a member of the Executive Leadership Team, the CDO will align the Information Function with existing Systems Engineering best practices and disciplines.
This position will have a big impact on this government program of record and contribute greatly to the United States' strategic national defense policy for years to come. Education
A Bachelor of Science degree from an accredited institution in mathematics, computer science, one of the physical sciences, engineering, technology or a closely related scientific discipline is required
Prefer Advanced Degrees.
Experience
This role requires 18 years of technical experience. A minimum of 10 years with increasing advancement in management or executive leadership is also required to qualify for this role. The ideal candidate will have a proven track record and experience designing and building complex systems with experience across multiple technical areas:
Military acquisition engineering experience leading teams and participating in milestone technical reviews, integration readiness reviews, qualification and verification reviews, configuration audits, and independent analysis activities for complex systems
Technical experience developing and/or providing technical leadership for acquisition of hardware and software, command and control systems, database systems, cyber security systems, graphical user interfaces, communication systems, and/or hardware devices
Strong background in professional engineering principles, modeling and simulation frameworks, requirements development, verification activities, digital engineering, and model-based systems engineering (MBSE)
Technical experience in the development, test and evaluation, fielding, and sustainment of hardware and software for strategic systems
Experience in software architecture, software systems engineering, and software test
Familiarity with nuclear weapons systems, nuclear surety, and nuclear certification
Experience with "big-data" topics, specifically the application of DoD Data Strategy elements, data modeling, Digital Threads/Digital Twins, data management, and analyzing capability needs of large complex acquisition programs in hybrid, on-prem and cloud, environments
Familiar with Artificial Intelligence and Machine Learning (AI/ML) principles to coordinate policy and use within "big-data" models and program support function

Active DoD Top Secret clearance
Field-grade military experience
Key Responsibilities:
In addition to responsibilities listed in the opening paragraphs, the CDO will hold the following key duties:
Serves as the officially designated, on-site Organizational Senior Functional (OSF) for information-centric workforce planning, functional training/certification, and other personnel activities
Facilitates and maintains relationships with the AFNWC Chief Information Technology Officer (CITO), Authorizing Official (AO), intelligence, public affairs, and other information-centric offices
Ensures IE activities encompass the appropriate management and application of information, as well as its deliberate integration with other joint functions to change or maintain perceptions, attitudes, and other elements that drive desired behaviors and to support human and automated decision making
Coordinates collaboration, knowledge management, information management, information and intelligence sharing, information protection via classification, critical information, and protection of the networks and information systems containing program information and data to enable human and automated decision making across directorate activities
Leads directorate people, process, infrastructure, and data maturation initiatives to gain and maintain high competency across program Operations in the Information Environment (OIE) including civil military operations, counterintelligence, cyberspace operations, data science and operations research, electromagnetic spectrum operations, information operations forces, intelligence, international affairs, military information support operations, military deception, operations security, public affairs, space operations, and weather operations
Orchestrates the outward release of program information, including: collecting, transporting, storing, and transforming data into knowledge to facilitate engineering and acquisition decisions; designing the defensive cyber operations (DCO) for and actively defending the data used for decision making in the program office IE; designing the DCO for and actively defending the weapon system IE; building the platforms and applications to expedite and improve the accuracy of program office decision making; and creating, maintaining, and operating the environments to facilitate decision making
