Northrop Grumman Space Systems - Propulsion Systems Business Unit is recruiting for an Industrial Security Manager 3 to manage the Propulsion Systems Industrial Security team at three manufacturing locations in Northern Utah. The primary duty location will be the Promontory site , but responsibilities include Promontory (Corinne, UT), Bacchus (Magna, UT), and Clearfield (Freeport Center - Clearfield UT) locations. Travel to these locations on a weekly basis is required (up to 100 miles).
The Propulsion Systems Industrial Security team includes Personnel Security, Program Security (collateral, Special Access (SAP/SAR) and Sensitive Compartmented Information (SCI) areas) and Physical Security (including a large contract security force). The manager will ensure mutual support and synergy from Physical, Program, Personnel and Computer Security areas of responsibility to collectively meet classified program compliance requirements in accordance with the NISPOM, ICDs and individual customer. This position will report directly to the Launch and Missile Defense Systems Division Security Manager, with direct site support responsibilities to the VP, Propulsion Systems Program Management, Sr Director of Mission Assurance, and Director of Safety and Mission Assurance.
Industrial Security Manager 3 responsibilities may include, but are not limited to:
Managing and directing security operations, serving as first line supervisor and providing hands-on assistance to individuals who are responsible for the protection of sensitive materials and information, and compliance with laws and regulations.
Developing and implementing physical security procedures and systems that include badge readers, alarms (including UL 2050 systems & certification) and CCTV/cameras. (Leadership experience will ideally be direct leadership of two or more direct reports and an internal customer base of at least 1000.)
Managing implementation of the National Industrial Security Program (NISP) ensuring effective insider threat and counterintelligence support to industry and Government customers.
Leadership experience with 32 CFR Part 117, National Industrial Security Program Operating Manual (NISPOM); may be concurrent with above.
Managing a significant indirect budget.
Other duties as assigned.
Basic Qualifications:
Candidate must be a US Citizen and have an active U.S. Government Top Secret clearance with a Single Scope Background Investigation (SSBI) current within 6 years.
Bachelors degree and ten years of relevant experience. In lieu of a degree, an additional four years of directly relevant experience may be considered.
Ability to obtain and maintain SAP and SCI accesses.
Thorough knowledge of and experience with implementing ICD705, Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities and collateral open storage areas.
At least ten years of leadership experience to include direct leadership of two or more direct reports and an internal customer base of at least 1000.
At least five years managing emergency response.
At least five years of hands-on experience managing a significant indirect budget.
Preferred Qualifications:
Bachelor's Degree in Criminal Justice, Security Management, or Information Systems or other related BS/BA program. Master's degree in related field preferred.
Five years oversight or direct management of proprietary or contract security guard service.
Five years direct hands-on or management experience in Program (FSO/CPSO) and Personnel Security including Special Access/Sensitive Compartmented Information Programs.
Customer service oriented - must be able to work effectively with all levels of management, employees and customer representatives.
Effective written and verbal communication skills, report writing, and presentation skills.
Possess excellent interpersonal skills to include working with senior leaders/managers, customers, employees, and security personnel.
Excellent organizational skills - ability to multi-task, prioritize and meet deadlines.
Prior military or U.S. government service in related arenas.
COMSEC experience.
Hands-on experience with two or more of the following:
Bureau of Alcohol, Tobacco, Firearms and Explosives licenses and requirements
Chemical Facilities Anti-Terrorism Standards (DHS)
DoD Arms, Ammunition and Explosives (AA&E), DoDM 5100.76
Customs-Trade Partnership Against Terrorism (CTPAT) - U.S. Customs & Border Patrol

Salary Range: $129,000 - $193,400
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
