Construction Surveillance Technician

Position Summary
BBandE is currently looking for aConstruction Surveillance Techniciantosupportthree MILCON projects at Joint Base Langley Eustis, Hampton, VA.
JobDuties andResponsibilities
Provide support servicestoinclude:job siteassistancewithmaintainingthesecurityof the construction site,validatingpersonnel access, documenting construction progress for secure areasin accordance withIntelligence Community Directive (ICD) 705 requirements, and identifying/reporting security issues and concerns
Implement screening and inspection proceduresandmonitorconstruction and personnel; routinelymonitorand coordinate with the Users site security monitor to ensure secure spaces are being adequately cleared andsecuredprior todepartingfor the day
Draft,maintain, and electronically file dailyconstruction site surveillance activity reportsand photographs that document constructionis in compliance withICD 705 requirements for future use during the security accreditation process
Generatemonthlystatus reportsthat highlight activities, accomplishments, concerns, and key findings that occurred during each reporting period
Periodicallymonitorthe effectiveness of the Userssite security monitors proceduresto screen and document authorized people, materials, and equipment entering/exiting the construction sites;immediatelyreport security related anomalies, incidents, issues, and concerns directly to theSite Security Manager (SSM)
Periodicallymonitorthesecure storage area(SSA)and the material contained within it to ensure that the Construction Contractor and the Air Forces Construction Agent, USACE Norfolk District, arecomplying withICD 705 security and material storage requirements;immediatelyreport security related anomalies, incidents, issues, and concerns directly to the SSM
Monitor andobserveconstruction workersas theyaccomplishtheir various construction tasks,immediatelyreportsecurity related anomalies, incidents, issues, and concerns directly to the SSM
Review all construction activities toensure the facility has been constructedin accordancewiththe project specificdesign / blueprints, ICD-705 Security Accreditation Requirements, DoD Physical Security Requirements, and Anti-Terrorism/Force Protection (ATFP) considerations
Perform assessments of the architectural layout, structural design, and themechanical, electrical, and plumbing (MEP) systems toensure compliancewith project plans and toidentifydeviations
Writedetailed reportsand complete the analyses of issues, findings, and security situations which require staff action, andmaintaindaily activity logs
Demonstrateflexibilityregardingwork schedules and locations, and respond quickly to time sensitive and urgent requirements
KeyQualifications
US CitizenshipandUS Secret Security Clearanceisrequired
Knowledge:Proficient knowledge of Intelligence Community Directive (ICD) 705 requirements; working knowledge of building and construction crafts
Software:Proficiencyin the use of photography, computers, and MS Office Products such asWord,Exceland Outlook
Experienceand Education
Experience:Minimumof three (3) years experiencerequiredin at least one of the following areas of expertise: ConstructionSecurity Surveillance, Technical Surveillance Countermeasures, Industrial or Government security involving counterintelligence, construction quality assurance, or hands on supervisory construction experience; security experience related to Special Access Program Facility (SAPF) or SCIF construction, previous experience with DoD/MILCON construction projects, preferred
Education:MinimumofHigh School Diplomaor equivalentisrequired; completedOSHA 10-Hr Safety Courseanda government approved Construction Surveillance Technician and ICD 705 training course, preferred

Work Environment:Abilityto work both indoor/outdoor (with exposure to the elements)
Physical Requirements:Abilitytowalklong distances, climb ladders and stairs, work on elevated platforms/areas, stand forlong periods, and maneuver around, on, and over obstacles and equipment on the construction sites with noassistance
