Salary Range: $140,000 - $160,000
Job Description:
Provide financial management support services to NAVWAR for programs and projects throughout all phases of the acquisition lifecycle.
Primary Duties and Responsibilities
Develop and maintain spend plans and coordinate with the financial team for
inclusion in the fiscal year budget plans
Prepare and maintain Activity Task Planning Sheets (TPS) or letters to support the creation of direct projects in N-ERP
Prepare Direct Cite Authorizations (DCA) for contracts at performing activities
Review initial statements of work provided by performing activities to ensure appropriation and funding accuracy
Estimate cost requirements in support of program milestones, justify costs and manpower requirements, explain delays in program spending, modify program and budget submittals based on delays, and support budget processes/budget reviews
Prepare, analyze and update budgetary documentation including budget change proposals, congressional briefing packages, budgetary reclamas, and impact statements to support inputs into the President's Budget, Office of the Secretary of Defense (OSD) budget, and Financial Management & Budget (FMB) budget exhibits
Track and analyze issues as reflected in PBIS
Prepare and maintain Program Objective Memorandum (POM) and Program Review (PR) exhibits and briefing packages
Generate and review funding documents and update and maintain data in financial databases and applications
Track and analyze real time execution data as well as rea1 execution reports from N-ERP
Prepare initiations, commitments, obligations, and expenditures reports
Provide initial execution data, analysis and updates in support of data calls and program reviews
Provide input into cost estimating and conduct short- and long-range cost estimating
Required Qualifications
At least 10 years of professional experience performing business financial management in DoD or Navy organizations
Proficient knowledge of MS Office software
Education Requirements:
Master's Degree or four additional years' relevant experience
