Overview
The Facility Security Officer (FSO) implements, monitors and ensures compliance with the Industrial Security procedures in accordance with 32 CFR Part 117 (National Industrial Security Operating Manual (NISPOM). FSO ensures the safeguarding of personnel, property and classified information through the implementation of security procedures.
Responsibilities
Principal Accountabilities:
In depth knowledge of government security regulations for the protection of sensitive and classified information ensuring compliance with our customers and their policies and procedures for protecting data and meeting contractual requirements.
Act as an advisor to management on security issues and challenges.
Provide support and training to local and remote staff.
Initiate Background Investigations (BIs) and CVUpdates using current systems of record (i.e., DISS and NBIS).
Provide security education and awareness training for employees.
Experience with multiple security databases such as DISS, NCAISS, NISS, NBIS, PIEE, e-APP and SIMS, and SCINET
Process visit requests.
Experience in assessing contracts, task orders (TOs) and DD 254s for security implications and advising on the appropriateness, feasibility, impact or applicability of the requirements.
Review Requests for Proposals (RFPs), Statement of Work (SOW); provide guidance and inputs to assist in preparing proposal for classified contracts.
Prepare and submits sponsorship documentation to the Defense Counterintelligence and Security Agency (DCSA) for facility clearances and joint ventures.
Oversee handling/storage/transmission/destruction of classified and Controlled Unclassified Information (CUI) information.
Serve as the alternate communication security (COMSEC) custodian and maintains accurate accountability of COMSEC items.
Oversee all security incidents and violations.
OTHER or ADDITIONAL RESPONSIBILITIES
Provide backup and assistance to LA SCIF East.
Alternate POC for government inspections.
Conduct facility security annual self-inspections and assessments to review security procedures and provide recommendations to the FSO and Corporate Security Manager.
Prepare written or narrative reports of facility assessment findings and self-inspections for reporting of annual self-inspection certification to DCSA.
Perform other duties as assigned.
Management Responsibility:
Ability to assume FSO responsibilities and manage daily activities to ensure effective efficiencies in compliance with corporate, company, government, contractual and legal requirements.
Skills Required
Knowledge and Skills:
Working knowledge of CFR 32 Part 117 (National Industrial Security Program Operating Manual (NISPOM), Intelligence Community Directives (ICDs), and associated industrial security regulations, policies and regulations.
Knowledge of Executive Orders 12968, 13526, and 12333.
Experience with DISS, NCAISS, NISS, PIEE, e-APP, NBIS, and SIMS databases.
Excellent oral and written communications skills are required for correspondence, reports, briefings, and procedures, good verbal and listening skills.
Good interpersonal skills and a highly developed professional image.
Demonstrate proficiency in Microsoft applications.
A team player.
Applicants selected for this position will be subject to a government security investigation and must meet and maintain eligibility requirements for access to classified information. Only US citizens are eligible for a security clearance.
Physical Requirements/Working Environment:
Ability to lift 40 pounds.
Requires ability to stand, sit, climb a ladder, and walk to conduct physical security inspections.
Experience:
Eight years experience working in the security environment.
Two to four years experience working in business/program management or industrial security management for a government contractor is highly desirable.
U.S. citizenship required.
TS/SCI Eligibility required, experience preferred.
Salary Range: $80,000 - $120,000 DOE
Education
Bachelors degree in an associated discipline. Three years experience in the Security field may be substituted for each year of the four years of college.
