Summary You will serve as an INSTRUCTIONAL SYSTEMS SPECIALIST in the Training Command (TRNGCMD) Headquarters (HQ) of TRAINING AND EDUCATION COMMAND. Responsibilities You will serve as the principal advisor to the Commanding General of Training Command (CG TRNGCMD) and subordinate commanders in the transformation of the learning environment in multiple formal learning centers across the command. You will collaborate with TRNGCMD staff, commanders, faculty, and instructors to design, draft, and implement policy that enables the transformation of the existing learning environment to a modernized approach. You will collaborate and coordinate with peers in external organizations and stakeholders from higher headquarters in drafting and implementing policies that support the learning modernization objectives of CG TRNGCMD. You will serve as a key advisor, educator, and facilitator for faculty development courses as they relate to resident and nonresident instruction in an adult, experiential learning environment. You will design and conduct courses, seminars, and workshops intended to professionalize the faculty and instructors of the command and to familiarize key leaders of the command with their roles in a modernized learning environment. You will participate in special project assignments and provide experiential learning and adult learning consultation and advisory to multiple echelons of the command from individual instructors to the Commanding General. You will ensure quality controls are in place to ensure effectiveness of education and training and will provide recommendations to CG TRNGCMD and other senior leaders to ensure continued effectiveness or to correct deficiencies. You will conduct internal and external evaluation of the implementation of formal school management policies, to include faculty development courses and programs. You will seek out and identify opportunities to incorporate emerging technology (e.g., AR/VR/MR, training aids, simulation, etc.) as enablers to a student-centered modernized learning environment. You will attend, participate, and make presentations in professional societies, meetings, and conferences. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector providing professional advice for instructional systems design, educational methodology and educational services; overseeing development and revision of instructional materials for Adult Learning; and overseeing and evaluating professional development of faculty. The course work must have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. Some positions in this series may specialize in one or two functional areas, where more specific academic preparation may be necessary.
