Summary This position is located in the Office of the Under Secretary of Defense for Intelligence and Security (OUSD(I&S)), Human Capital Management Office (HCMO). This incumbent of this position provides expert-level workforce data analytics to the Director of HCMO and Director, Enterprise Assessment in support of USD(I&S) oversight and direction of human capital programs across the Enterprise. Responsibilities This Position is a Defense Civilian Intelligence Personnel System (DCIPS) position in the Excepted Service under 10 U.S.C. 1601. For more information see https://dcips.defense.gov/ Incumbents typical work assignments may include the following: Use advanced statistical and data analytic methods, conduct in-depth analysis of workforce climate survey and other survey data to identify trends in shifting workforce perceptions and develop associations with other data sources to identify causal relations and potential courses of action to alter future direction of employee views. Lead the Defense Intelligence and Security Enterprise (DIE) program to identify authoritative sources of military and civilian workforce data in Defense information systems and, in consultation with the Office of the Under Secretary of Defense for Personnel and Security, the Office of the Chief Information Officer, and the Office of the Chief Data and Artificial Intelligence Office Officer. Create and implement a strategy for accessing, extracting and integrating that data under common data standards using the Advana advanced data analytics tool on at all security domain levels. Develop advanced modeling techniques to project future payroll costs based on dynamic workforce factors including hiring plans, attrition, promotion planning, and implementation of new pay plans or Congressional pay increases in consultation with OSD, intelligence agency and Military Department Comptrollers and Chief Human Capital Officers. Partner with the Office of the Director of National Intelligence (ODNI), leading the development and implementation of strategies to provide visibility into Department data necessary to the execution of DNI oversight and National Intelligence Program budgets. Provide ongoing consultative support to the Director of Enterprise Assessment in support of USD(I&S) oversight mission and Departmental Strategy and Strategic Management Plan requirements.
