Job Summary:
R3 seeks an Expeditionary Undersea Warfare (ExUSW) Communications Subject Matter Expert (SME) to provide support to Explosive Ordnance Disposal Group (EODGRU) ONE Requirements Department (N8) to articulate capability gaps and provide recommendations on how to reduce those gaps on ExUSW EOD Platoon, Company, and Battalion level communication systems response equipment, Electronic Warfare, Cyber Warfare, training, and personnel qualification. This will be accomplished through involvement with EOD Leadership, Resource Sponsors and Navy System Commands, which includes attendance at various meetings, symposiums, exercises, and experimental venues. In addition, providing SME and feedback to the command's N8 department is expected.
Duties and Responsibilities:
Identify potential solutions for EOD and Mobile Diving & Salvage Unit (MDSU) Communications Table of Allowance (TOA) capability gaps across the spectrum of EOD capability development and provide recommendations to EODGRU ONE.
Provide SME support in assigned command mission support areas of: (1) Fielding equipment; (2) Identifying technology refresh avenues for existing equipment; (3) Conducting analytical work related to the identification of mission capability gaps.
Review, assess, document, and provide feedback regarding operating procedures for N8 systems, installed equipment, and associated evolutions.
Assess equipment regarding their capabilities and conditions and provide feedback to the Technical Point of Contact.
Provide feedback to Program Management and Program Executive Offices on EOD force combat development issues such as equipment provided to the EOD/MDSU Force.
Provide research and analysis report of equipment and systems on their suitability for Navy EOD Force use across their capability and mission sets.
Provide input to combat development reports.
Review and assess tactics techniques and procedure modifications/adjustments to provide evolutionary development of EOD force mission equipment and policies and provide feedback.
Provide feedback, to identify requirements and mission shortfalls prior to mission degradation, to the EOD Force and its Navy Special Operation Forces (SOF) via working groups and routine capability meetings.
Identify methodology to implement procedures for bridging any discovered barriers between program offices, engineers, and the warfighter and ensure continuous contact with and support to the personnel of EODGRU ONE.
Ensure high quality (that expected of an experienced senior military member) across each administrative product developed and perform continuous administration product improvement.
Collaborate across the EODGRU ONE Department codes to provide input to draft documents from their inception to their final form.
Ensure no typographical or procedural issues exist prior to submission of draft documents to EODGRU ONE N8 Department Head.
Complete tasks contained within this Performance Work Statement including Platoon, Company and Battalion ExUSW communication areas, EOD/MDSU TOA tools sets and Personal Gear Issue.
Qualifications:
Military communicator with in-depth experience with EOD and/or SOF communications requirements.
Experienced in finding/filling capability gaps through the requirements process.
Must be experienced in research, development, procurement, and fielding processes within naval and expeditionary organizational frameworks.
Minimum of ten years of cumulative operational experience performing the following functions:
EOD or SOF experience in the development, revision, review of specifications for new or upgraded tactical communications systems, components operation and requirements.
Identify equipment requirements and attributes such as those found in a Joint Capabilities Integration and Development System, Initial Capabilities Document, Capability Development Document or equivalent.
Review, validate, and revise the Navy EOD or SOF TOA.
Must have a basic knowledge of Expeditionary Warfare Operations.
Must have a basic knowledge of Required Operational Capabilities and Projected Operational Environment.
