Job Description
Cyber, Electronic Warfare and Space (CEW&S) is looking to hire a Cultural Change Lead. This role supports AFRL/RQ, applying Organizational Change Management expertise to provide, enable, and implement a cultural transformation strategy for organizational digital transformation.
The Cultural Change Lead will work with the RQ Digital Transformation Working Group (DTWG) and Digital Engineering Working Group (DEWG) as well as cross-organizational experts and champions to plan, build, implement, and iterate on advanced digital solutions, processes, workflows, and training to help RQ achieve digital transformation goals.
Essential Job Responsibilities
Conduct a Change Readiness Assessment:
a. Survey and assess organizational culture, performance, and change readiness to inform overall digital transformation strategy
b. Identify potential barriers, challenges, and areas of resistance to change.
Communications and networking:
a. Consult with stakeholders, decision-makers, and subject matter experts (SMEs) to identify areas of most urgent need and to prioritize investments enabling a digital workflow for AFRL products and services (from contracting to business operations, R&D, reviews, product development)
b. Establish and maintain communication with working groups such as the DTWG and DEWG to facilitate digital transformation strategy
c. Include representatives from different areas of AFRL to ensure diverse perspectives and expertise across AFRL organizations.
d. Will require an Integrated Change Management Team: a dedicated team responsible for managing the change process.
Create Awareness and Desire:
a. Communicate organizational benefits of digital transformation to personnel across RQ
b. Highlight how digital transformation can enhance efficiency, collaboration, data analysis capabilities, and innovation within the AFRL."
Incremental Implementation:
a. Adopt an incremental approach to the digital transformation, breaking down the transition into manageable phases or stages.
b. Deliberately introduce digital tools and processes in different areas while monitoring progress and gathering feedback.
Pilot Projects:
a. Initiate pilot projects in select areas of the AFRL to demonstrate the effectiveness and benefits of digital tools.
b. Showcase successful outcomes and encourage broader adoption.
Monitor and Evaluate:
a. Recommend mechanisms to monitor the progress and outcomes of the digital transformation effort.
b. Continuously evaluate performance against objectives, success metrics, and desired outcomes.
c. Measure the impact of digital tools on productivity, collaboration, data management, and research outcomes.
Continuous Improvement:
a. Encourage a culture of continuous improvement by seeking feedback from users, monitoring the impact of digital tools, and making necessary adjustments to optimize their functionality and usability.
Address Resistance and Barriers:
a. Proactively address resistance to change and barriers that may arise during the digital transformation process.
b. Provide support, address concerns, and emphasize the value and benefits of digital tools to overcome any reluctance or challenges.
Minimum Qualifications
Bachelor's degree plus 7 years relevant experience; OR Master's degree plus 6 years relevant experience.
Secret Level Clearance is required at the time of hire.
