Job Description:
Parsons is looking for an amazingly talented Senior Project Engineer to join our team! In this role you will get to provide leadership and direction for every phase of significant infrastructure programs to assure on-schedule completion within or below budget and in accordance with contractual obligations. The Senior Project Engineer will develop in-depth knowledge of client objectives, contract terms, and corporate policies. The range of work will include but not be limited to potable water networks, irrigation, water pump station networks and waste water.
What You'll Be Doing:
Acts as the delegate to the Project Director, and as required acts as the company representative with the client and selected suppliers during the program execution.
Lead unusually complex asset challenges and provides solutions that are highly creative, in coordination with the Project Director and other functional and delivery leads.
Ensures adherence to all corporate, contractual, ethics and safety standards, policies, and procedures.
Monitor the Contractor’s performance in delivery programs according to the established packaging strategy, including adherence to schedule, cost and standards codes, design coordination activities, and the production of construction tender documentation which would include securing appropriate approvals from the Client and local regulatory authorities.
Ensure adhere to relevant industry regulations, environmental standards, and safety protocols. Supervise necessary permits and approvals required from relevant authorities.
Establish quality standards for infrastructure and utilities projects. Conduct periodic inspections to ensure work meets established standards and specifications.
Assists business development in understanding client issues and business plans to market and secure new/additional work within the context of role.
Leads technical excellence on the project, including furtherance of the Quality improvement processes of the client and Parsons.
Mobilizes company resources, through effective liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective, quality work.
Assigns responsibility for executing project plans to key subordinates after careful assessment of how to utilize their qualifications and strengths. Provides input to performance reviews and development plans for subordinates.
Monitors and reports to management on the progress of all project activity within the program, including significant milestones, and any conditions which would affect project cost or schedule.
Participate in negotiations with regulatory agencies and in public meetings in support of clients.
Oversees establishment of Project Management Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required.
Works with the key project staff, consultants, contractors, and subcontractors to devise and execute action plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work.
Completes other responsibilities associated with the position as may be appropriate.
What Required Skills You'll Bring:
Bachelor's degree in Engineering, Construction Management or related field from a recognized university is required.
Minimum 15 years of relevant technical experience of significant large-scale infrastructure projects.
Demonstrated experience in project management, particularly in infrastructure and utilities major projects and profound understanding of construction techniques, geological considerations, and industry best practices.
Knowledge of construction contract negotiation and administration.
Considerable experience at senior project manager level in client facing roles is essential.
Ability to read, analyze and interpret complex documents, interface with all levels with project team, client, and others.
Effective oral and written skills for client presentations, technical reporting, and internal / external correspondence; ability to effectively present information to key stakeholders as required by the client
Understanding of the construction management at risk alternative delivery process and the functions inherent to construction management of large-scaled projects along with budget development and cost accounting.
What Desired Skills You'll Bring:
Master’s Degree is preferred.
Chartered Engineer status, PMP/ChPP certification or equivalent preferred.
Familiarity with Design and NOC (No Objection Certificate) process in the GCC/KSA preferred.
GCC (Gulf Cooperation Council) experience preferred, KSA (Kingdom of Saudi Arabia) ideal.
Aviation experience is not essential but favorable.
Ability to manage and encourage a team of design and construction management professionals.
Ability to respond effectively to the most sensitive inquiries or complaints.
Ability to apply principles of logical or scientific thinking to a wide range of support function problems.
Ability to function in a multi-organizational environment by developing relationships that comply with the client’s proactive, collaborative culture.
