Job Description:
Parsons is looking for an amazingly talented Project Controls Director to join our EPMO team! In this role you will get to oversee every phase of a large-scale program of projects. In this role, you will be required to develop, manage, and execute all phases of the project controls effort on the program. The candidate will manage a team of professionals across all aspects of project controls functions, utilizing widely diversified knowledge of best practices and drawing upon extensive experience and exposure to various types of projects and clients .
What You'll Be Doing:
Provides guidance, direction, and specialized assistance for the resolution of difficult and complex project control problems.
Interfaces with clients, attends regular meetings, and provides strategy-type recommendations on critical matters to support decision making.
Leads the establishment of the program master coding architecture, integrating all functional requirements, and the development of a robust, scalable reporting system across the program.
Guides the development and implementation of project controls procedures to support the implementation of best practices, primarily for schedule, cost, earned value, risk and change management processes.
Manages a team of Project Control specialists who are qualified to analyze, evaluate, and forecast project costs, as well as performance against an established schedule with critical milestones. Assesses the impact of design and construction changes and schedule slippages.
Recommends and oversees the implementation and customization of project control systems to meet specific project requirements.
Coordinates staffing requirements, assigns and supervises project work activities, and trains personnel.
Completes performance reviews and provides personnel development goals and opportunities for the assigned employees.

Project Controls execution support: implement/execute the cost and schedule management program for client project portfolio.
Oversee planning efforts at various stages, facilitate development of cost estimates and budgets, and establish reasonable cost and schedule baselines for a portfolio of projects within the client organization.
Responsible for providing the tools and systems necessary to effectively and proactively manage, control and report on cost and schedule activities include planning cost and schedule (work breakdown structure) metrics and tools, collecting performance data (e.g. installed quantities, expended labor hours and other progress measurements), tracking data, analyzing and reporting.
Change Management / Forecasting: Implement change management practices and appropriately capture associated cost and schedule activities.
Reporting: Further the development of dashboards to communicate cost and schedule performance to client on a weekly and monthly basis. Implement a standardized suite of cost and schedule reports that enable portfolio senior management to make data driven decisions.
Studies: Lead ad-hoc cost and schedule studies that enable rapid decision-making from portfolio management.
Staffing: Participate in the assessment of the required project controls staffing for the portfolio and interview and evaluate new candidates as required. Provide evaluation of existing client staff members and develop a training program to close the gaps in knowledge.
Training: Develop and implement a project control training program for the project portfolio management and project control staff.
Employer Requirements: Recommend project control requirements to the client to be included in the PMC and Contractor tendering packages.
Other work as needed in support of successful program delivery.
Manages and directs the client functional Project Controls department heads (Planning Manager and Document Control Manager) and their respective staffs in support of the client portfolio of projects.
Coordinates execution of effective Project Risk Management across the Program and work with Risk specialists to ensure effective Risk Management
What Required Skills You'll Bring:
Bachelor’s degree in Engineering, Construction Management, MBA or related field
22+ years of overall related experience, including 10+ years in a similar managerial role.
Strong communication skills and an ability to work collaboratively within a team setting.
Proven strong stakeholder management skills to c-suite level.
Strong business acumen and the ability to make well-informed decisions based on data and analysis.
GCC experience is required.
PMO/PMC experience is required
Excellent, effective oral and written (communication) skills both in English and Arabic. Effective presentation and technical report writing.
