The Access Control System Specialist is accountable for maximizing the business value of physical key systems, access control systems, and programs used by Corporate Security department. The Access Control System Specialist utilizes their extensive knowledge and experience to position products to adapt, establish and support key business processes. This position supports the practice of assigned procedures. The Access Control System Specialist also acts as a change agent who identifies organizational improvement opportunities, Role Based Access Control processes, and assists in implementing changes related to these roles.
Daily Security Operations: In partnership with the Corporate Security Team, serve as the corporate access control expert responsible for the issuing/tracking of keys and provisioning of access clearances to employee ID badges.
-Implements and reviews OPPD physical key policies and procedures
-Implement security policies and standards related to access badge provisioning
-Support visitor management protocols and ensure business compliance
-Manages and maintains key control program for OPPD
-Lock devices, cores and keys
-Key software system, ensuring accurate accountability of all keys
-Manages all NERC CIP high security keys
-Assist with updating keys and locks to ensure OPPD stays current with technologies and industry best practices.
-Makes suggestions to Physical Security Manager for requested improvements
-Support an enterprise level program responsible for integrating and maximizing the efficiency of current badging systems and processes
-Process Access Card Requests at all of OPPD Facilities
-Take Photo ID's for employees and contractors
-Maintains and updates the Physical Access Control System (PACS) as it applies to employee access
-Implements OPPD access policies for onboarding, specific assignments, custom assignments, transfers within OPPD, and termination/retirement
-Implements OPPD policies for lost badges, forgotten badges, and damaged badges
-Manages and updates Access Control Policies and Procedures pertaining to keys and role based access control
-Assist in the development of employee training and awareness related to visitor management and site access programs
Security Auditing: Perform auditing of corporate security access control systems and devices based on the Corporate Security assessment program.
-Assist with audits on OPPD key accountability policies and procedures
-Review, test and validate corporate security system processes
-Identify key risks within processes and recommend changes
-Ensure facility managers and site managers are accounting for all keys to respective areas/groups
-Develop metrics reporting, monitoring of operating procedures, validating visitor management requests and implementing new security compliance requirements
Compliance Reporting: Responsible for completing NERC CIP or other designated compliance reporting on a timely basis.
-General knowledge of NERC security and compliance programs, standards, rules and laws.
-Create and maintain and coordinate the distribution of access control reports for OPPD leadership.
-Ensures these reports are filed and maintained for NERC compliance and outside audits.
-Support critical facilities security and access regulatory audit reporting
Business lead for product road map.
-Provide input on industry trends, standards and leading practices to management.
-Business representative in technology roadmap and lifecycle planning.
-Participate in the system ownership relationship between the business units.
-Manage the business relationship with vendors.
-Represent other business stakeholders in developing and enhancing planning.
Qualifications
Required:
Bachelor's degree, or a combination of education and work experience that provides the necessary skills to perform the essential job functions.
Must have solid working knowledge of office software (word processing, spreadsheet, database, email), and security management systems.
Minimum 1-2 years in a role exhibiting customer service.
Minimum 1 year troubleshooting experience with key/lock/door hardware and issues with physical access.
Developing knowledge of the Corporate Security business and various functions within the organization.
Basic understanding of physical security principles and responsibilities.
Focus on individual projects and assignments designed to develop knowledge and abilities. Apply basic concepts, techniques, and procedures to accomplish tasks.
Learn and show progression towards establishing proficiency of all processes, procedures, technical specifications, and plans related to the wide variety of scopes of work of an access control specialist.
Recognizes the importance of building effective relationships and begins to build those relationships.
Performs duties with moderate instruction and guidance. Follows established procedures and consults with management on any deviation from protocol.
Desired:
Knowledge and operation abilities in the various technologies utilized on a daily basis to include CCure 9000 Administration, KeyStone Web, and other card access/key management systems.
Time Demands:
This position is considered an "essential position" meaning when business necessity and continuity needs are emergent, this position will be required to report to work and may be required to work hours beyond an employee's normal shift.
Maintain regular and predictable attendance in alignment with Departmental policy.
Must maintain 24-hour availability for technical and professional assistance, emergency response, and directing remedial action in response to such emergencies, as well as maintain availability as required for on call duty.
