Summary You will serve as an Counterintelligence Officer at the GG-13 grade level responsible for supporting collection activities for the Office of Naval Intelligence (ONI), Brooks Center for Maritime Engagement (BCME). This position is located in Suitland, MD. Responsibilities You will advise senior leadership on decisions that ultimately set precedence and directly impact the formulation and implementations of counterintelligence polices. You will review, develop, and provide complex policy recommendations to senior staff members on key counterintelligence operational and strategic issues. You will apply a wide range of knowledge on counterintelligence requirements, analysis, and capabilities to interpret and adapt applicable DoD, DoN, ODNI, and IC policies and directives relating to counterintelligence. You will conduct discreet counterintelligence (CI) inquires related to activities from known or suspected Foreign Intelligence Entities (FIE). You will manage ad-hoc projects and acts as a liaison with stakeholders in support of policy and/or project assignments. You will serve as a subject matter expert on counterintelligence (CI) working groups to plan and develop internal strategies. You will prepare and present briefings regarding counterintelligence (CI) issues, proposals, and operational activities. You will reviews operational proposals to ensure counterintelligence (CI) best practices are employed and in place. You will conduct training in counterintelligence (CI) operational planning, operational countermeasures, rick versus gain analysis, operational security, and assessments. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS/GG-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: Reviewing, developing, and providing complex policy recommendations to senior staff on counterintelligence (CI) operational and strategic issues. Providing countermeasure recommendations against the detection, neutralization, and manipulation of sensitive intelligence collection operations. Preparing and reviewing written counterintelligence (CI) reports of current and planned collection operations and support activities. Managing counterintelligence (CI) programs/policies and provides actionable recommendations to improve their efficiency and effectiveness. Conducting trend analysis, emerging trend analysis, authenticity of asset(s) or emerging threats/trends, indications and warning/emerging threats analysis, asset validation and operational testing, production of counterintelligence (CI) risk assessments, operational security requirements, operational concept and design analysis, and counter-threat recommendations. Experience with collection activities and all-source analysis is preferred. Certain incentives (such as Recruitment/Relocation) may be authorized to eligible selectees.
