Summary The mission of the National Counterintelligence & Security Center is to lead and support the U.S. Government's counterintelligence (CI) and security activities critical to protecting our nation; provide CI outreach to U.S. private sector entities at risk of foreign intelligence penetration; and issue public warnings regarding intelligence threats to the U.S. Responsibilities The position leads a team of government and contract personnel performing support activities consistent with the DNI's SecEA oversight responsibilities and in accordance with the Intelligence Reform and Terrorism Prevention Act, EO 13467, EO 12968, and other related policies. Specific responsibilities include: Oversee and lead community outreach efforts to Executive Branch agencies, including the IC, and Industry partners in order to effectively implement SecEA and joint personnel security clearance reform initiatives through Executive Branch policies, information systems, guidelines, and standards. Lead the effort to collect, compile and report to Congress and oversight bodies national security personnel security performance metrics from across the Executive Branch, applying advanced analytic and statistical methodologies to drive data integrity and organizational efficiency. Lead, guide, and oversee a team of professional staff responsible for executing the SecEA National Assessment Program (SNAP), ensuring effective implementation of SecEA authorities and responsibilities. Oversee quality assurance by conducting comprehensive assessments of personnel security programs within Executive Branch agencies and drafting recommendations for improvement. Collaborate with Executive Branch agencies and serve as a member of interagency committees or organizations involved in reviewing, developing and issuing national security personnel security vetting policies, directives and guidance. Compose complex correspondence, memoranda, executive summaries, analytical narratives and descriptive reports in order to present sound recommendations and share best practices. Assess performance, collaborate and oversee goal setting, and provide feedback on personal development for assigned team members. Requirements Conditions of Employment Must be a current permanent ODNI employee. OR Must be a current permanent Federal employee Must have supervisory approval to apply to the Joint Duty Assignment. Qualifications Mandatory Requirements: Expert knowledge of relevant executive orders, regulations, policies and standards related to SecEA authorities and responsibilities and national security personnel vetting programs. Expert management skills, including a superior ability to oversee multiple teams as they implement programs, develop policies, and report on activities to Congress and oversight bodies. Superior ability to work and partner with the Executive Branch and the IC to consistently and effectively implement TW 2.0 reform efforts and address issues that span the personnel security vetting mission. Expert ability to communicate, both verbally and in writing, complex information in a clear, concise manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives. Expert ability to direct taskings, assess and manage performance, collaborate on goal setting, and support personal professional development of all levels of personnel. At least 5 years of experience leading strategic planning, managing, and directing the successful efforts of a government or private organization/industry. Superior collaboration skills, including the ability to effectively build coalitions among government elements to achieve common goals. Knowledge of security clearance reform initiatives and challenges. Education: Bachelor's degree or equivalent experience minimum as determined by mission specialty area. Desired Requirements: Familiarity with the Trusted Workforce 2.0 reform initiative. Education Bachelor's Degree.
