They also monitor security incidents; coordinate damage assessmen Responsibilities ADDITIONAL INFORMATION: Multiple positions may be filled with this vacancy announcement, at any of the following locations: Springfield, VA; St. Louis, MO; Denver, CO Counterintelligence (CI) Officers detect, analyze, and mitigate foreign intelligence and terrorist threats affecting NGA personnel, technologies, infrastructure, and/or capabilities. They conduct CI Incident Assessments and support investigations. They gather, research and analyze data for a variety of CI activities and support plans to protect NGA equities from foreign intelligence entity (FIE) targeting. CI Officers also collect information and prepare Intelligence Information Reports on FIE and international terrorism targeting GEOINT and DoD equities. They provide CI training and awareness and conduct a variety of briefings and debriefings. They also monitor security incidents, coordinate damage assessments, advise NGA leadership, and liaise with the Intelligence Community, Federal agencies, and law enforcement agencies. DUTIES: 1. Conduct CI Incident Assessments and support investigations contributing to CI or counterterrorism operations. 2. Develop cooperative CI efforts across the enterprise to protect national security information. 3. Examine, interpret, and evaluate all-source information and intelligence to assess CI capabilities of foreign powers and international terrorist organizations. 4. Provide CI guidance, training, and awareness to Agency workforce. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs. Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs. NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process. Employees on term or temporary appointments are not eligible to apply for internal assignment opportunity notices. This position is a DCIPS position in the Excepted Service under 10 U.S.C. 1601. Qualifications MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Demonstrated experience with the application and execution of two or more of the following CI functions: CI Incident Assessments and Investigations, Operations, Collection, Analysis, and CI Functional Services. 2. Demonstrated experience applying policies, guidance, and directives for counterintelligence activities. 3. Demonstrated experience in data and information analysis, problem solving, and data mining. 4. Demonstrated experience developing cooperative efforts across the US counterintelligence community to protect national security information. EDUCATION REQUIREMENT: A. Education: Bachelor's degree from an accredited college or university in Intelligence Studies, International Relations, Security, Area Studies, or a related field. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, plus experience in security, law enforcement, counterintelligence investigations, or a related area that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- C. Experience: A minimum of 4 years of experience in security, law enforcement, counterintelligence investigations, or a related area that demonstrates the ability to successfully perform the duties associated with this work. -AND- LICENSES/CERTIFICATIONS: Successful completion of an accredited Counterintelligence Special Agent Credentialing Course, the Defense Counterintelligence Agents Course (DCAC) or Service Equivalent Counterintelligence Certification Course as directed by management; Successful completion of the ITC TSCM Fundamentals Course may be required. DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired: 1. Experience performing Cl operations and/or analysis of adversarial use of information systems. 2. Demonstrated experience in evaluating global foreign intelligence threats and counterintelligence issues to perform CI Support to Research, Development, and Acquisition. 3. Demonstrated progressive counterintelligence experience with experience or potential to lead a team of investigators conducting CI Incident Assessments and/or investigations. 4. Education in Counterintelligence, Strategic Intelligence, International Studies, Criminal Justice, Behavioral Psychology, or a related area. Education Additional Information
