Summary This position is located in Hawaii Volcanoes National Park, in Facility Maintenance, Roads and Trails Branch. Travel, transportation, and relocation expenses will be paid if the selectee lives outside of the local commuting area and is otherwise eligible for reimbursement of relocation expenses in accordance with the Federal Travel Regulation. Responsibilities You will be responsible for supervision, construction, maintenance, repair, rehabilitation, and operation of all roads and trails facilities in Hawaii Volcanoes National Park. Provide technical supervision and be responsible for recruiting, hiring, and support the safety of and retaining the park's equipment operators and truck drivers, road and trails labor maintenance crews and animal worker. Lead a team that is responsible for operating and maintaining bulldozers, motor graders, over 25,000 GVW diesel trucks, 78,000 GVW semi(tractor-trailers), lowboys, road construction equipment, front end loader, back-hoe, paint striper, wood chipper and numerous small pieces of equipment including chainsaws and other trails maintenance tools and equipment. Manage base operating and project budgets. Develop and implement short and long term asset management plans for roads and trails facilities. Identify and prioritize short and long term project needs for both roads and trails programs, complete competitive funding request process for project funding from a variety of funding sources. Serve as level II COR for supply, service and construction contracts. Serve as the park vehicle fleet coordinator for both GSA leased and Interior owned vehicles. Serve as the park hazard waste field manager including the environmental management program. Responsible for coordinating the park's sign program. Supervised by the Chief of Facilities Management and frequently act as such when necessary. Physical Demands: Typical office work is sedentary. Field surveys and inspections may require a considerable amount of walking, bending and climbing and carrying equipment at high elevations. Field visits may require walking, hiking through wooded and active volcanic areas, through lava fields, and on unstable slopes. Travel will include driving automobiles and pickups, and with live stock and air travel in small craft. Performs inspections by hiking front and backcountry trails on a regular basis. Operates heavy equipment from tiring and uncomfortable positions. Frequently carries, pulls, pushes, lifts equipment or parts that weight up to 50 pounds and at times must lift and carry items that weigh over 50 pounds. Working Conditions: Work is divided between a typical office environment and field work in the park. Inspections may be performed at high altitudes and during adverse weather. Some site visits may be exposed to safety and health hazards that require the wearing of protective clothing, hard hat and safety shoes, and protective eyewear. Field inspections may involve occasional long-hour workdays. Work outdoors in elevations from sea level to 14,000 feet and in temperatures from 30 to 89 degrees Fahrenheit. Work may be performed in rain, sulphur fumes, during eruptions and earthquakes and storms. May be required to work in areas that are noisy, dirty, greasy, dusty, and unpleasant. Will ride in helicopters and with livestock to the summit of the mountains and other areas to inspect. Subject to call for logistics and other support activities during emergencies and work weekends and for extended periods. Travels to training and to other parks in support of their maintenance activities. Shop supervision and mechanic work is performed indoors most of the time. Incumbent must meet drug testing requirements. Area Information: Hawai'i Volcanoes National Park (HAVO) is located on the island of Hawai'i, on the southeastern edge of the island, in the districts of Ka'u and Puna, 30 miles from the town of Hilo to the northeast. It is located 2,500 airline miles from the continental United States and over 250 miles from Honolulu on the island of Oahu, the major business, government, and industrial supply center for the state.The park headquarters rests at 4000 feet in a wet, humid, tropical rainforest atop the summit of one of the most active volcanoes in the world. Nighttime temperatures routine drop into the 40F at night during winter months. The Kilauea volcano produces sulfur dioxide gas which sometimes blows into the headquarters and other field work areas. The long term health effects of this vog (Volcanic fog) are not known. Earthquakes are frequent in this rural area of the island which is 30 minutes from the nearest full service facilities including groceries. Coast and beaches are 45 minutes away. Transporting pets to the island is expensive and complex. School and healthcare options are limited. Housing is not available for this position. The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster. Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, submission of ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance (dates should match the dates on the SF-50s).
