Summary This position is located in the U.S. Department of Labor (DOL), Employment and Training Administration (ETA), Office of Management and Administrative Services (OMAS), Division of Controlled Correspondence, Communications, and Coordination (DCCC). This position is inside the bargaining unit. Responsibilities This is a career ladder progression position; the duties described below are at the full performance level, GS-13. If selected at a grade below GS-13, the incumbent will serve in a developmental capacity, wherein the work is less complex in nature and the supervisor, or a senior level employee provides specific instruction and guidance. At the GS-13 grade level, the incumbent: This position serves as the most senior Correspondence Analyst and subject matter expert and participates on a team of analysts responsible for receiving, screening, analyzing, assigning, and tracking controlled executive correspondence from the public, academia, Congress, the White House, States, foreign heads of state and their representatives, and other governmental agencies. Ensures, to the extent possible in their capacity, that ETA's leadership receives quality documents and has the benefit of the necessary points of view and relevant context before making decisions or signing controlled documents. Serves as a point of contact for controlled correspondence and decision and information items for DCCC, ETA Program Offices and Leadership, the Office of the Executive Secretariat (ExecSec), and the Office of the Secretary (OSEC). Applies comprehensive knowledge of ETA organizational structure, missions, and functions to recommend methods, processes, systems, controls, and procedures for clearance intake and tracking. Works closely with DCCC leadership to provide review, analysis, and quality responses to controlled correspondence and review and analysis of other documents, including but not limited to: decision and information items, policy guidance, and other various documents. Supports OSEC by flagging agency items requiring expedited review or movement and following up on OSEC requests and instructions resulting from its review of correspondence; information and decision items prepared by ETA; ETA policy guidance, and other various documents. Ensures that ETA program staff work is complete, of high-quality, and responsive before providing documents to DCCC leadership for review. Reviews and edits such documents for responsiveness, quality, clarity, tone, and correct application and usage of DOL document formats, preferred language, and grammar. Oversees consistency across ETA about responses to controlled correspondence, decision and information items, policy guidance, and a variety of other documents. Oversees and tracks ETA's role and items within the Departmental clearance process, especially regarding the synthesis and reconciliation of program office clearance comments on other DOL agencies' items for consideration and possible submission by ETA leadership. Works directly with program office staff and leadership to ready ETA packages for Departmental clearance. Responsible for monitoring and contacting program office staff and leadership on overdue clearance requests. Establishes and maintains continuous channels of communication between DCCC and program offices. Ensures that all relevant parties are kept informed regarding statuses and due dates and ensures to the best of their ability that deadlines are met. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Specialized experience is defined as the following, you must meet 7 out of 9. 1. General correspondence review, including screening, analyzing, assigning, and tracking executive correspondence from public, private, and/or non-profit organizations. 2. Experience with automated tracking systems. 3. Communicating verbally and in writing with individuals to obtain information for executive correspondence preparation. 4. Drafting and reviewing written products (such as, but not limited to, reports, correspondence, or memoranda). 5. Compiling and synthesizing information from multiple sources into a cohesive whole product (written or oral). 6. Experience coordinating written responses to correspondence from the general public; other Federal agencies, and Congressional offices. 7. Evaluating information and making recommendations based on the evaluation. 8. Contributing to recommendations and/or development of changes in work methods and procedures to improve operations or compliance. 9. Tracking work product status and coordinating successful completion.
