Summary This position is located in the Office of Inspector General, Office of Management and Policy, Division of Procurement and Administrative Services, Branch of Administrative Services. The Branch is the focal point within the OIG in providing day-to-day management, oversight and technical direction of OIG's administrative management activities. This position is outside the bargaining unit. Responsibilities The incumbent functions as a Management Services Specialist and is responsible for serving as the sole administrative and program management specialist and authority on all program support matters for a designated group of Regional locations. 1.Serves as the sole administrative and program management specialist and authority on all program support matters. Provides technical guidance and advice on the most appropriate method or procedure of analysis and evaluation to accomplish the OIG's mission and ensure optimum management strategy. Assist with the development of guidance on techniques for management and methods improvement; performs fact-finding and develops manuals and guides covering the administrative aspects of field office operations; and conducts a variety of analytical studies, reviews and surveys regarding the administrative functions. 2.Analyzes and evaluates issues which may include requirements for, supply, maintenance, transportation, facilities, administrative support, information management, equipment and operations requirements. Performs site surveys and analysis of space and facilities, before recommendations to move. Conducts space management analysis to include data collection, tabulation, reviewing and revising floor plans, analyzing the drawings received from GSA and determining if there are discrepancies, and survey for current and future space needs. Collects relevant information from many varied sources, some of which are difficult to access. 3.Provides advice, guidance and reviews travel vouchers to develop travel projections, and ensures completeness, compliance and awareness. 4.Serves as liaison for administrative and human resources functions. Seeks out advice, guidance and assistance for employees on personnel matters and pay or benefits issues. Provides orientation to new employees who are not able to receive orientation by the Human Resources office. Schedules medical examinations; serves as liaison for the drug program and coordinates with the specimen collector who is contracted to perform the drug testing of randomly selected employees and newly hired employees within the region, and answers questions from all levels of regional personnel on policies and procedures related to the program. 5.Performs other related duties such as training OIG employees on numerous functions, maintaining physical inventories, handling all building issues, and serving as the custodian of computer equipment. Assists the Office of the Assistant Secretary for Administration and Management (OASAM) Safety Manager with yearly office inspections, making recommendations to resolve safety problems. Requirements Conditions of Employment Qualifications You must meet the Basic Requirements listed in the Education Requirements section and the Specialized Experience to qualify for Management Services Specialist, as described below. For GS-11: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-09 in the Federal Service. Qualifying specialized experience for GS-11 includes: 1) Work that involves serving as technical advisor to management on budget administration, human resources guidance, acquisition planning, property and supply management, and general oversight and control of the administrative support activities; 2) Serving as a liaison on Human Resources matters; preparing documentation for personnel actions and initiating transactions in automated personnel system; 3) Analyzing reports on various administrative functions such as travel, budget and property. For GS-12: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11 in the Federal Service. Qualifying specialized experience for GS-12 includes: 1) Advising management of Federal employment and merit promotion principles, laws, regulations and policies; 2) Reviewing administrative data and Agency policies making recommendations on improvements for administrative support functions such as budget, procurement, human resources, supply and space management; 3) Preparation of reports related to various administrative functions. No Relocation Incentive will be offered. No Permanent Change of Station Incentives will be offered. This position is outside the Bargaining Unit.
