The Contracts Manager must have the ability to set and manage expectations, while balancing a workload which may have conflicting priorities. Experience working for a Small Business and/or an 8(a), ANC is a plus. Field of expertise for this opportunity is Facilities Management / Protective Services/ Aviation.
This position will provide contracts management support to a diverse portfolio of Federal and Commercial service providers offering expertise in aviation, national security, intelligence, facility management, fabrication and logistics. The individual selected for this position will have high strategic impact across the enterprise or business group. The individual is responsible for critical contractual formation and management, as well as obligations involving high risk and visibility. Successful candidate requires high degree of independent and creative judgment applied to highest-level goals and objectives of the corporation and an understanding of FAR/DFARS, GSA Federal Schedules, Federal IDIQ, GWAC contracts and supplemental government acquisition regulations.
Responsibilities
Drives implementation of strategic contract opportunities having significant impact on the corporation, while working closely with the internal team (the Project Manager, Business Developer, Operations, Project Controller, Finance Department, and Senior Management, etc.).
Leads contract negotiations and provides contractual domain expertise in implementation, execution and administration for competitive type contracts, sole source, and directed awards.
Prepares formal contract correspondence and ensures compliance with contractual terms and conditions, federal and state regulations and restrictions, as well as internal management objectives of existing and new business activities.
Oversees various contract types (FFP, T&M, Cost Reimbursable and hybrids), contract modifications and exercising of options, contract termination and close outs.
Provides guidance and leadership to cross-functional business team members to identify risk assessment and mitigation.
Interacts regularly with finance department, project controllers, senior management and customer Contracting Officers.
Promotes contract policy and procedures, assists in ongoing reviews for introducing efficiencies and improvements. Interprets contract policies as well as operating practices and performance standards.
Drafts and negotiates terms and conditions for confidentiality and teaming agreements, as well as price and payment terms. Suggests recommendations that will be favorable to the organization.
Performs and reviews risk analyses of Requests for Proposals (RFPs) to include compliance metrics. Develops spreadsheets and audit trails for responsive and compliant submissions. Identifies risk and prepares mitigation strategies. Provides input for pricing strategies.
Applies understanding of the business case and an appreciation of financial/analytical issues, as well as profit and loss implications.
Capability to mentor lower-level contract staff to ensure compliance with the above.
Provides subject matter expertise on contractual terms and conditions.
Qualifications
Bachelor's Degree plus 4 years of experience, or High School Diploma/GED) with six years relevant experience in lieu of a Bachelor's Degree.
Experience overseeing all contract types (FFP, T&M, Cost Reimbursable and hybrids).
Experience with contract modifications and options.
Experience handling contract terminations and close out procedures.
Demonstrated understanding of FAR/DFARS, GSA Federal Schedules, Federal IDIQ, GWAC contracts and supplemental government acquisition regulations.
Comprehensive knowledge of small business and small disadvantaged business requirements.
Experience with Requests for Equitable Adjustment (REA).
Experience in audits and corrective action plans.
Experience in international and commercial contracts.
Experience with Export Compliance.
Excellent written and verbal communication skills.
Experience with Service Contract and Manpower Reporting.
Desired Qualifications:
Certificate in Contract Management.
Experience operating in a small business, 8(a), and/or ANC (Alaska Native Corporation) environment is a significant plus.
Pay Range
125,000-140,000
