Summary This position is part of the Associate Administrator for Information Management and Chief Information Officer, Department of Energy. A successful candidate in this position will serve as Records and Information Management Specialist, responsible for the efficient and effective execution of NNSA OCIO functions by providing administrative, business, compliance, policy, governance, and oversight to support core IT and cybersecurity operations and achieve organization, strategic, and mission goals. Responsibilities Serves as Records and Information Management Specialist, performing Information Management duties in support of Office of Mission Integration (NA-IM-20) Association Administration for Information Management & Chief of Information Officer. As a Records and Information Management Specialist, you are responsible for the following: Responsible for the effective and appropriate management of records from creation through eventual disposal. Ensures access to accurate records for a range of operational and strategic purposes and liaise with senior managers to improve the organization's efficiency and to help ensure the preservation of archives for the future. Developing policies, procedures, and guidelines for records management, ensuring compliance with regulations, and overseeing the implementation of records management initiatives and collaboration across NNSA and with DOE. Develops and implements Information management strategies, ensures data security and privacy, and oversees requests for Information under FOIA. Directs the storing, arranging, indexing, and classifying records; facilitates the development of filing systems, and maintains these to meet administrative, legal, and financial requirements; devises and ensures the implementation of retention and disposal schedules. Responds to non-technical requests for information which can be provided from records, files, or personal knowledge. Provides knowledge of the Records and Information Management Program, applicable Federal and Public Laws/Executive Orders, National Archives and Records Administration guidelines. Leads the digitization of records across NA-IM and NNSA to the maximum extent possible, including coordinating digitization efforts, implementing data tagging processes, and leverages AI technology to enhance records management practices. Coordinates, trains, provides instruction and outreach to NNSA record mangers and supervises contractor staff supporting records management. Serves as the technical expert on agency-wide electronic and nonelectronic records management initiatives. Ensures that NNSA records and FOIA/PA requests are managed in a consistent and efficient manner throughout the agency and in a manner consistent with all Federal and Departmental laws, regulations, policies and procedures. Integrates privacy considerations into records management practices to enhance data protection, comply with legal requirements, build trust with stakeholders, and mitigate privacy risks effectively. Advises senior program managers, the CIO and the General Counsel's Office on adequacy of documentation and creation and management of agency records, keeping senior management informed on current and projected operational requirements, issues, legislative, and regulatory matters. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., GS-13. Specialized experience for this position is defined as: expert knowledge in variety of technical areas, including records management, electronic recordkeeping, document management, NNSA security regulations, NNSA information management policy, records program management, and information dissemination. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
