Summary The National Counterproliferation and Biosecurity Center (NCBC) leads the Intelligence Community and the interagency to counter and halt the proliferation of weapons of mass destruction, their delivery systems, related technologies, and expertise. The NCBC also serves as the lead for the integration, mission management, and coordination of intelligence activities pertaining to biosecurity and foreign biological threats Responsibilities Major Duties and Responsibilities: Serve as a principal advisor to the D/NCBC, DD/NCBC, and ODNI senior leadership for development of strategies, assessments, and evaluations related to technologies and capabilities to address and close intelligence gaps that counter the proliferation of weapons of mass destruction and integrate intelligence activities pertaining to biosecurity and foreign biological threats. Clearly identify dependencies and intersections of biosecurity, global health, and biodefense to strengthen partnerships with IC elements and USG departments and agencies that require integration of intelligence activities pertaining to foreign biological threats. Champion and lead a team of highly technical staff members by providing strategic direction, empowering leadership at all levels, and providing actionable feedback regarding personal and professional development. Direct and oversee the development and implementation of comprehensive and proactive IC strategies that focus on future capabilities for counterproliferation, biosecurity, and foreign biological threats. Develop and lead the implementation of relationship strategies to collaborate with key stakeholders (IC, USG, academia, and other research entities) to identify critical customer needs, long-term priorities, and partnership opportunities regarding future capabilities for counterproliferation, biosecurity, and foreign biological threats. Lead identification, examination, monitoring, and articulation of counterproliferation and biosecurity policy and resource issues impacting ODNI and IC relationships with key partnerships, the Executive Branch, Congress, and the public. Perform personnel management and leadership responsibilities with a focus on building a high-performance workforce; promote team building and a collaborative work environment; ensure goals and performance objectives are understood and provide for career growth; assess performance and provide timely feedback, recognition, and course correction. Requirements Conditions of Employment Must be a current permanent ODNI employee. OR Must be a current permanent Federal employee Must have supervisory approval to apply to the Joint Duty Assignment. Qualifications Mandatory Requirements: Expert knowledge of IC and USG counterproliferation and biosecurity missions, objectives, programs, and requirements for future capabilities. Expert managerial and leadership experience with personnel and financial management policies, regulations, and practices. Proven strategic planning and critical thinking skills required to garner innovative solutions from highly technical staff members and implement change with resourcefulness and creativity. Expert ability to coordinate, network, and communicate across IC and USG departments and agencies to develop, coordinate, and influence win-win solutions for complex scientific issues. Excellent oral and written communication skills, including ability to clearly convey complex information to highly technical staff members, colleagues, senior leadership, and stakeholders.
