Summary This position is located in the Department of Health and Human Services, Office of Inspector General, Office of Investigations, Investigations Branch. Temporary promotion for 2 years with extensions up to 5 years total. Position may be made permanent without competition. Responsibilities This is a nationwide Investigator vacancy within the Office of Investigations and will be located at an OIG Regional or Field Office nationwide. Duties included at the GS-14 but are not limited to: Serves as an Operations Officer. Assists OI management in the review and analysis of investigative activity requests. Initiates changes in policies and procedures relative to investigative activities and program areas. May assist in, or perform special high-level investigations regarding assigned areas of responsibility, at the direction of the Assistant Inspector General for Investigations (AIGI) and Deputy Inspector General for Investigations (DIGI). Identifies, plans, directs, coordinates and conducts extensive internal and external training and outreach relative to program areas and investigative activities. Prepares reports and other documents relating to special investigations and makes oral presentations on investigative findings to the Assistant Inspector General and other high-level Department officials. Conducts a wide range of special studies, research and analysis relative to issues of special concern to the region and prepares and presents briefings on these subjects. Coordinates and communicates orally and in writing with officials inside and outside the Department. Initiates discussion with the special agents, Assistant Special Agents in Charge (ASAC), Special Agents in Charge (SAC), Directors, OI senior management and OCIG, to clarify or resolve inconsistencies in these requests. Provides program and policy direction necessary to accomplish all investigative work requirements, and to ensure compliance with all legal requirements and OI policies and procedures. Responsible for assisting OEI with relevant inspection duties which may include but are not limited to reviewing case files, interviewing employees and internal/external stakeholders, and reviewing policy and other documentation to assure compliance with applicable regulations and guidelines. Qualifying specialized experience must demonstrate: Experience (1) Leading investigative initiatives and special projects that have a major impact within an organization (2) Mentoring others on conducting and reporting on investigations; and 3) Providing briefings and verbal reports on program areas or operations to senior officials. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Security and Background Requirements: A Top-Secret clearance may be required to be obtained and maintained and a credit check is required. If not previously completed, a background security investigation will be required for all appointees. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements may be grounds for appropriate personnel action. In addition, if hired, a background security reinvestigation or supplemental investigation may be required at a later time. Incumbent must submit to and successfully pass a urinalysis drug screening prior to appointment.
