Job Description:
Parsons is looking for an amazingly talented Senior Procurement Manager to join our team! In this role you will get to participate in key procurement and subcontracting activities on a larger mixed used development program in KSA.
"What will you be doing"
Assess risks, reviews and negotiates all types of contracts and service orders, support all projects and internal departments on as needed basis.
Play an active role in conducting vendor/consultant due diligence and pre-qualifications.
Provides advice, comments on procurement policies, procedures and compliance related issues; requested changes to terms and conditions; coordinates with Legal in negotiating Terms and Conditions with subconsultants, subcontractors and suppliers/vendors.
Preparing requests for qualification (RFQ) and request for proposal (RFP) documents and manage the solicitation, bid and award processes for projects.
Serves as primary point of contact with suppliers to ensure equipment and materials are delivered to job sites in support of construction schedules, and follows up on assigned purchase orders to ensure adherence to terms and conditions
Maintain and update approved vendor/subcontractor database for the project.
Prepare and/or assist project team in preparing requests for qualification and request for proposal documents and manage the solicitation, bid and award processes for procurement of goods and services.
Assists various Project Managers with enforcing the terms of their Contract agreements in relationship to procurement by applying post contract principles to provide advice, recommendations and solutions to issues controlled by the agreements.
Performs all duties with care and in accordance with client procurement policy and ways of working

Bachelor's Degree in Quantity Surveying, Engineering and/or Business Administration and typically 20+ years of work experience is required.
Procurement experience with a major engineering and construction firm or client side, excellent written and oral communication skills.
Ability to work in teams. Ability to follow through. Ability to clearly deliver work instructions in a complex stakeholder environment.
Detailed and extensive understanding and appreciation of procurement in complex mega projects, adhering to strict client standards and best practice.
Ability to work in a matrix organization (dual reporting). Ability to interact with an influence senior-level management. Ability to consult, motivate, and negotiate effectively with client groups, co-workers, employees, vendors, and contractors.
Must function effectively under time constraints, schedule workload to meet deadlines, and have the ability to prioritize.
Excellent organization and follow through abilities.
Excellent business judgment.
Experience in mega projects procurement across the entire lifecycle from EOI to prequalification to RFP and contract award
Strong experience in market engagement and supply chain development and management
Strong experience in contract condition assessment across varying contract types
Strong experience in contractor price assessment
Strong problem-solving skills in ambiguous conditions and can undertake role autonomously and in an environment with minimal processes and procedures.
