Description
In this role you will do the necessary coordination, planning, directing and implementation of a world class safety culture to ensure compliance with all state, federal and local governmental EHS regulations for Dubai International Security Lanes Modernization Program. This EHS Specialist is responsible for the development, coordination and implementation of Leidos Environmental, Health & Safety (EH&S) programs in compliance with Dubai International Airport EHS procedures and policies at the Dubai International Terminal. The EH&S specialist will be expected to perform with minimal supervision and successfully interact with all levels of Leidos personnel to facilitate EH&S program and policy integration and implementation. EHS Officer may also be utilized in other programs in United Arab Emirates or in Gulf Region (remotely) as necessary.
Responsibilities:
- To work closely with the SES EHS Manager to develop and implement EH&S programs for the Program.
- Conducting EH&S inspections and risk assessments to ensure regulatory compliance and monitor EH&S program implementation.
- Participates in planning and implementation of programs to train managers and employees in work site safety practices, including but not limited to fire prevention, correct handling techniques for chemicals, toxins, equipment, and other materials, blood borne pathogens, hazardous communication, lockout/tagout, emergency action plans and more.
- Conducts monthly environmental recordkeeping and inspections as needed to assure compliance with applicable permits, regulations, and requirements.
- Assists with management of EHS programs, including cost control/reduction and accident prevention/ reduction, safety behaviour audit and risk assessment programs.
- Oversee workplace industrial hygiene monitoring as needed (i.e., air sampling, noise monitoring, etc).
- Participating in site accident/incident investigations and assessment of EH&S concerns.
- Analyses safety history to identify unsafe trends/behaviours and uses information as directed to assist in the develop safety strategies.
- Serving as a subject matter expert in one or more EH&S program areas (e.g., industrial hygiene, laser safety, hazardous material shipping, radiation, electrical safety, hazardous waste management, etc.).
- Developing implementable recommendations for corrective actions and documenting completion to address identified EH&S needs.
- Attend all Mandatory Leidos EHS Staff meetings.
- Travel Requirement: 5%
- Work with site team to ensure the required EH&S procedures are being followed without exception.
- Provide pro-active monitoring of work execution and avoid EH&S violations, Hold/Pause/Stop Work is preventive actions are not sufficient to maintain the EH&S requirements.
ESSENTIAL DUTIES AND RESPONSIBILITES:
- To be knowledgeable in EH&S standards, procedures, policies and have necessary experience to implement it on site in compliance with the contract requirements.
- Participates in internal reviews and reports status to the manager as appropriate.
- In conjunction with the SES EHS Manager, Project Coordinator and Project Manager, periodically reviews detailed EH&S performance.
- Supervises staff, conducts personnel trainings, including timely reviews, provides mentoring for growth of team.
- Acts as Safety/Security Manager as required by the contract
- Constructs a project schedule to implement the EH&S system for all site works, communicates to internal and external customers to set expectations, assign duties, sets deadlines, do schedule revisions as necessary and follow up with stakeholders
- Communicate with all internal and external stakeholders in a constructive manner to ensure EH&S procedures are in place and active use
- Work in a matrixed team environment to implement the EH&S procedures and train/manage employees to comply with policies
- Continually build relationships with internal stakeholders to achieve the successful completion of projects.
- Build relationships and communicate across the organization to utilize all cross functional department expertise
- Always follow and promote Group and Company policies and procedures.
- Ensure all Company equipment and personal PPE properly used.
- Implement the EH&S System of the site installations and manage the execution according to the set system
- Fully Understand and always adhere to the Company’s Equality Policy at all times

- Full site presence required, prepared to travel to site as required by project, minimal travel might be necessary.
Requirements:
- Knowledge of various EHS federal and state laws and regulations (OSHA, DOT, EPA) and industry benchmarking metrics and ability to effectively interact and communicate with regulatory agencies
- Working experience in the Aviation sector and Airport programs in Gulf Region
- Radiation Safety Officer (RSO) trained and demonstrable experience or willingness to obtain the qualification
- Must demonstrate strong verbal, written, analytical skills as well as have the ability to interact effectively with all levels of employees and management
- Self-motivated with the ability to work in a professional, high paced work environment.
- Must exhibit excellent problem-solving skills and attention to detail
- Team focussed & positive
- Strong “hands on” EH&S work experience implementing EH&S programs within diverse work environments, e.g., airports, construction, installation, manufacturing, office, military
- Experience designing and implementing EH&S processes, procedural documentation, and training
- Ability to write reports, business correspondence and to effectively present information to stakeholders
- Bachelor’s (BS) degree in an engineering, physical, biological or environmental science related field, or equivalent
- Active Associate Safety Professional (ASP) Certification, Level 6 Occupational Health and Safety, Nebosh, or IOSH
- Computer literate and proficient in the use of MS Office: Projects, Word, Excel, PowerPoint and Outlook
- Checkable work history for airport passes (security vetting may be required)
- Residence in Gulf Region and willingness to relocate to UAE if necessary
- Valid UAE or International driving license.
Desirable:
- Understanding of key business metrics, key drivers, business vision, and airport installation processes and challenges as applicable
- Knowledge of ISO 45001 and ISO 14001 Standards and Management Systems
- QEHS requirements for ISO9001 / ISO14001 / OSHSAS 18001
- Native Arabic speaker
- Previous experience in the following areas:
- Airport X-Ray imaging systems
- Airport Conveyor systems
- Airport operations
- Electrical installations
- Mechanical installations
- Civil works
- Additional EH&S qualifications
- Master’s degree in related field
