Responsibilities You will provide staffing advisory services based on the customer's staffing priorities and takes proactive measures to anticipate the customer's needs by pre-positioning work products (vacancy announcements, skills assessments, etc.). You will provide guidance on merit system principles, prohibited personnel practices, and the development and use of valid selection criteria. You will assist in developing short and long range staffing plans to meet mission requirements, human capital losses and changes in critical competencies. You will advise customer and HR staff on a wide range of staffing issues such as workforce shaping, reduction-in-force, transfer of function, workforce attrition problems, special placement programs, recruitment methods, job analysis etc. You will coordinate reduction in Force (RIF) Workforce reshaping actions, working closely with OCHR in planning and implementing the downsizing action, including preparation of VSIP and RIF time lines. You will provide position management and classification support to assigned organization under various personnel systems advise on the impact of proposed organizational structures and recommending alternative approaches when appropriate. You will provide advise and guidance on the interpretation and impacts of employee grievances and claims involving pay and leave entitlements. You will advise management on such area as documentation requirements for special salary rates for occupations, grade and pay retention, severance pay; and back pay and settlement of claims. You will develop, modify, conduct and/or oversees the presentation of basic and /or refresher training in the personnel staffing policies and procedures in such areas as recruitment, classification and job analysis etc. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band NO-03 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing advisory services to management on staffing, workforce shaping, special placement programs, and recruitment strategies; reviewing position descriptions for classification accuracy and compliance; resolving complex HR inquiries by interpreting personnel laws, regulations, and policies. The pay schedule and pay band for all Administrative Specialist/Professional Positions will be NO-1/2/3/4/5/6. This position is covered by the Department of Defense Priority Placement Program.
