Position: Budget Analyst
Series/Grade: NH-0560-02 (GS 09 Equivalent)
Salary Range:
$34,799 - $82,938 (Base pay w/out locality)

The primary purpose of this position is: To serve as the budget analyst is the installation's budget office performing routine, continuing budget functions, involving the formulation, execution, and/or analysis of budgets for assigned installation's support activities and organizational components (e.g. communications, personnel management, automated data processing, maintenance, supply, and transportation) and/or segments of substantive programs.
Duties
:
Performs comprehensive budget formulation by preparing detailed analyses of annual and multi-year budget estimates for assigned organizations and programs. Consolidates requests, develops background data, and provides justification for program budgets in support of agency hearings and reviews. Interprets source information, reviews historical data to identify spending trends, and forecasts annual funding needs. Ensures all projected funding requests are formally documented in accordance with prescribed procedures and regulations from higher headquarters.

Conducts budget execution and administration, involving the monitoring of obligations and expenditures from various sources and types of funding (e.g., direct annual, multi-year appropriations, apportionments, allotments). Analyzes the use and rate of expenditure of funds, identifies trends, and evaluates the effects of changes in program plans. Verifies obligations, reviews reimbursable orders, and prepares reports on the status of funds as required by MAJCOM or AF headquarters. Develops recommendations for budgetary adjustments and reprogramming to address unanticipated changes or to prevent over or under-obligation of funds, ensuring compliance and preventing anti-deficiency violations.

Provides authoritative advice, assistance, and guidance on budgeting and related financial information. Devises and recommends local procedures to implement budgetary policies and regulations issued by MAJCOM or AF headquarters. Resolves ambiguous or conflicting budgetary policies and advises program managers on the status and availability of funds. Serves as a key liaison between program managers, the budget office, and other staff offices (e.g., personnel, accounting, procurement). Conducts budget-related training for functional area specialists and program managers to ensure organizational objectives are met.

Conducts in-depth analyses, reviews, and special studies of budget and related information. Assesses the long-term effects of budget guidelines, new legislation, Programming Decision Memoranda (PDM), and Program Budget Decisions (PBD) on assigned programs. Researches and analyzes cost trends, relationships between organizational objectives, and the impact of funding changes. Conducts special financial studies to ensure the availability of funds and recommends adjustments based on analytical findings, often under rapidly changing deadlines.

Utilizes automated budgetary systems andcomputer-generated products to accomplish all budgeting assignments. Performs quality control checks on financial database information and advises program managers of significant issues. Leverages computer software to produce required budget reports, schedules, and plans. Uses system-generated products to facilitate effective analyses of costs, benefits, and trade-offs in the obligation and expenditure of funds.
Recruitment Knowledges, Skills, and Abilities (KSA):
Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes.
Knowledge of automated data processing software programs and capabilities used to accomplish budget/funding tasks.
Skill in gather1ng, assembling, and analyzing source of factual information, such as that found in accounting reports, payroll records, work reports, or inventory and supply data.
Skill in relating entries in the budget to the mission, structure, goals, work processes, and programs of support activities/organizations.
Ability to formulate, justify, and execute assigned budget.
Ability to make oral presentations on the budget, and conduct budget-related training to a variety of audiences.
Skill in preparing written forms, schedules, and reports related to the obligation and expenditures of funds.
Additional Position Requirements:
-Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
-This is a Financial Management Level 1 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
Position is designated non critical-sensitive and requires a SECRET security clearance to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Employee must be able to obtain and maintain a Secret clearance.
This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
May be required to travel by military or commercial aircraft in the performance of TDY assignments.
May be required to work overtime on an unscheduled or emergency basis.
