Serves as the CTIC Chiefs senior operational coordination leader responsible for maintaining mission rhythm, operational visibility, executive synchronization, readiness awareness, and cross-functional coordination across statewide cyber defense operations.The CTIC Director supports the CTIC Chief by ensuring operational components maintain shared awareness, disciplined follow-through, integrated execution, and timely escalation of mission risks, service dependencies, readiness concerns, and operational friction points. The CTIC Director is a high-impact leadership role requiring a blend of technical depth, analytical rigor, and exceptional stakeholder management skills.Works under minimal supervision with extensive latitude for initiative, independent judgment, and strategic coordination.Essential Job DutiesOperational LeadershipOversee the day-to-day activities of the CTIC analysts, ensuring high-quality production of strategic, operational, and tactical intelligence reports. Drive the maturation of the intelligence cycle- collection, processing, exploitation, analysis, and dissemination. Enhance tradecraft standards and implement robust quality control processes. Foster a culture of continuous learning and professional development. Lead the professional growth and operation excellence of the team, overseeing performance management and active mentoring, while playing a key role in the full talent acquisition cycle.Strategic AlignmentWork closely with the CTIC Chief to develop the CTIC roadmap, incorporating emerging technologies, evolving threat landscapes, and long-term agency goals and objectives. Translate complex threat intelligence into strategic insights that inform executive decision-making and resource allocation.Crisis and Incident SupportServe as a senior leader during high-priority incidents, providing actionable intelligence to guide response efforts and minimize impact. Facilitate a seamless feedback loop between divisions, bridging the gap between tactical incident response and external information sharing by establishing standardized work flows for threat data intake, actional intelligence synthesis, and rapid distribution to external stakeholders. Enhance tradecraft standards and implement robust quality control process.QualificationsAll TXCC employees must:Be a United States citizen; andComplete and pass a fingerprint criminal background check.Minimum QualificationsEducation: Graduation from an accredited four-year college or university with major coursework in information technology security, computer information systems, computer science, management information systems, or a related field.Experience:10 years of progressively responsible experience in cybersecurity or offensive cyber operations, including at least five years in a leadership role in cyber threat intelligence or offensive cyber operations.Five years of experience with the threat intelligence lifecycle including actor profiling, threat landscapes, etc.Experience engaging with law enforcement, intelligence agencies, and other designated parties. Acceptable SubstitutionsAdditional related work experience may be used to substitute the formal education requirement on a year-for-year basis. Candidates must possess a high school diploma or equivalent certificate.Preferred QualificationsExperience:Experience working in or with other intelligence disciplines (HUMINT, counter-intelligence, etc.)Experience in project and program management Knowledge/Skills/AbilitiesKnowledge of Cyber Threat Intelligence programs including framework, structure, best practices, etc. Knowledge of reporting strategies to inform security operations, incident response, and executive decision making in state government.Knowledge of intelligence requirements, trends, and emerging practices.
