Position Overview
RMGS, Inc. is currently recruiting a Deputy Program Manager in Quito, Ecuador, with in-country travel. This position is contingent upon contract award.
Roles and Responsibilities
- Manage day-to-day program implementation, integrated work-planning, and delivery quality
- Serve as the senior technical lead across judicial-security and institutional-strengthening task areas
- Supervise task-area leads and ensure deliverables meet client standards and timelines
- Act for the Program Manager in his or her absence
- Support coordination with U.S. Government clients and Ecuadorian counterparts
- Support program reporting and communications
- Contribute to efforts that strengthen the ability of Ecuadorian justice-sector institutions to protect judges, prosecutors, courts, and other justice officials
- Support institutional capacity-building and sustainable approaches to judicial security
Required Qualifications and Experience
- Ability to obtain a U.S. Government Moderate Risk Public Trust (MRPT / Tier 2) determination
- Advanced degree in a relevant field
- Minimum seven years of experience implementing justice-sector and/or security programs
- Demonstrated experience managing multidisciplinary technical teams on donor-funded contracts
- Professional working proficiency in Spanish
- Strong leadership, program management, coordination, and communication skills
- Ability to travel within Ecuador as required to support program implementation and contractual requirements
Preferred Qualifications and Experience
- Experience working in Latin America and the Caribbean
- Prior experience supporting U.S. Department of State INL or USAID rule-of-law programs
- Experience working with judicial-security, institutional-protection, or justice-sector capacity-building initiatives
- Experience coordinating with government institutions and international development partners
