Position Overview
RMGS, Inc. is currently recruiting a Senior Judicial-Security Advisor in Quito, Ecuador, with in-country travel. This position is contingent upon contract award.
Roles and Responsibilities
- Lead the development, socialization, and adoption of standardized operating procedures (SOPs) and institutional security policies protecting judges, prosecutors, courthouses, and judicial proceedings
- Assess current practices and develop SOPs aligned with Ecuadorian law and international standards
- Guide the design of risk-management methodologies and threat-assessment processes for justice-sector personnel and infrastructure
- Develop institutional coordination mechanisms that support implementation and enforcement of SOPs across the Judicial Council and National Police
- Advise counterpart leadership on judicial-security policies, procedures, and best practices
- Mentor Ecuadorian personnel and strengthen institutional capacity toward long-term self-sufficiency
- Support efforts to establish sustainable judicial-security and institutional-protection practices
Required Qualifications and Experience
- Ability to obtain a U.S. Government Moderate Risk Public Trust (MRPT / Tier 2) determination
- Advanced degree in criminal justice, security studies, law, or a related field
- Minimum ten years of experience in judicial/court security or protective operations
- Demonstrated experience developing security SOPs and protective standards for at-risk officials or institutions
- Professional working proficiency in Spanish
- Strong knowledge of security risk management, threat assessment, protective operations, and institutional security
- Ability to travel within Ecuador as required to support program implementation and contractual requirements
Preferred Qualifications and Experience
- Experience protecting justice-sector personnel in high-threat environments
- Experience working in Latin America and the Caribbean
- Relevant professional certification, such as ASIS Certified Protection Professional (CPP)
- Experience working with government institutions and international development or rule-of-law programs
- Experience developing sustainable security systems and building local institutional capacity
