POSITION SUMMARY
The Maritime Law Enforcement (ME) Instructor provides instructional services to meet the Coast Guard’s unique needs in support of maritime law enforcement training. The instructor will provide expert skills and knowledge to deliver instruction to USCG students, focusing on ensuring students achieve the necessary skills mandated by the course curricula and course objectives. Instructors are required to evaluate students’ performance by verifying the students understanding of the course material, competency of learned skills, and the student's ability to demonstrate applied knowledge.
RESPONSIBILITIES
- The instructor will provide expert skills and knowledge to deliver instruction to USCG students, focusing on ensuring students achieve the necessary skills mandated by the course curricula and course objectives.
- Instructors are required to evaluate students’ performance by verifying the students understanding of the course material, competency of learned skills, and the student's ability to demonstrate applied knowledge.
QUALIFICATIONS
- Must meet the physical fitness standards semiannually set in the Boarding Officer/Boarding Team Member Law Enforcement Competency Qualification Instruction. Requires physical exertion by teaching defensive tactics and allowing the students practice their techniques on the instructor in protective gear.
- Three (3) years Maritime Law Enforcement Training experience.
- Instructional experience/knowledge required:
- Coast Guard Use of Force Policy.
- Defensive Tactics.
- Use of Oleoresin Capsicum (OC)/Pepper Spray.
- Use of Deadly Force.
- Weapons Safety.
- De-escalate and Survive a Hostage Situation.
- Coast Guard Boarding Procedures.
- Enforcement of Safety Regulations for Commercial Fishing Vessels and Recreational Vessels.
- Search of vessels; Search of persons.
- Weapons and Drug Identification.
- Handcuffing.
- Detention and Interview policies.
- Coast Guard Law Enforcement Authority and Jurisdiction.
- International law jurisdictional issues.
- Coast Guard Statement of No Objection process and procedure.
- Boating While Intoxicated laws and procedures.
- Case Package preparation and Statement Writing.
- Testifying in court.
- Security Patrols and Inspections.
- Security Planning and Review.
- Force Protection.
- Anti-Terrorism.
- Water Survival Techniques
- Tactical Procedures
- Active Shooter Response
- Graduate of the Maritime Law Enforcement Academy's Boarding Officer Course and previous experienced as a qualified CG Boarding Officer is strongly desired.
- Must be able to effectively facilitate mock boarding scenarios including the physical requirement to climb ladders and move through small compartments.
- Must possess a favorable, current National Agency Check with Inquiries (NACI) background investigation.
- No security clearance required.

WORKING CONDITIONS
Classroom conditions will be comparable to a typical office setting with work hours of 0700-1900 based on the training schedule, with a typical 8-hour workday. Field/Range conditions requires wearing PPE, working outside in weather during all four seasons, with prolonged periods of standing and moving while delivering training.
PHYSICAL REQUIREMENTS
Must pass a standard physical examination that includes, medical history, height, weight, blood pressure, and meet required fitness standards throughout employment under the contract. Must pass pre-employment drug testing and remain drug free for the duration of the contract. Must be able to lift 50 lbs. of equipment or stock inventory and stand for period of up to 8 hours per day.
