Insight Global is seeking a Director of Regulatory to lead all licensing, compliance, and regulatory engagement efforts required to design, test, and operate advanced flight systems. Our client is an emerging aerospace technology company focused on developing advanced reentry systems that enable rapid, global delivery capabilities from low-Earth orbit. Their platform is designed to support both national security and future commercial applications, operating at the cutting edge of hypersonic flight, space logistics, and precision landing technologies.
This is a high-growth, startup environment where systems are developed end-to-end-from early concept through flight operations.
This role reports directly into the c-suite, and is a hands-on, high-impact role where you will own the full regulatory lifecycle-from early development through mission execution. You will partner closely with engineering, flight test, and leadership teams to ensure programs are structured for regulatory success from concept to flight.
This role is ideal for someone who thrives in a startup environment and has direct experience working within launch, reentry, or flight test operations.
Key Responsibilities
Licensing & Certification
Lead FAA Office of Commercial Space Transportation (AST) licensing efforts, including launch and reentry applications, modifications, and renewals
Own and drive FAA Part 450 compliance (experience with Parts 417, 431, or 435 also highly relevant)
Coordinate payload review processes and launch site/operator agreements
Manage NOAA licensing for remote sensing or Earth observation payloads
Coordinate FCC filings for telemetry, tracking, and command (TT&C) systems
Interface with range safety and regulatory bodies to secure approvals for test and flight operations
Oversee internal flight safety and regulatory compliance analyses
Export Control & Compliance
Own and maintain the company's ITAR/EAR compliance program
Manage export licensing (DDTC/BIS) and commodity jurisdiction determinations
Develop and maintain Technology Control Plans (TCPs)
Advise engineering and leadership on export control implications tied to system design, testing, and international collaboration
Government & Regulatory Engagement
Serve as primary point of contact with FAA, NOAA, FCC, and other federal agencies
Build and maintain relationships with key regulatory stakeholders
Monitor regulatory changes and proactively guide company strategy
Support representation in industry forums and regulatory discussions
Cross-Functional Leadership
Partner closely with engineering and flight test teams to integrate regulatory requirements early in the design lifecycle
Provide go/no-go guidance tied to regulatory readiness and mission milestones
Build processes and infrastructure to scale regulatory operations as the company grows

Skills and Requirements
5+ years of experience in commercial space regulatory affairs, aerospace licensing, or a closely related government/industry role
Ability to obtain and maintain a U.S. Secret Security Clearance (or currently active)
Hands-on experience with FAA Part 450 launch and reentry licensing processes
Strong working knowledge of ITAR/EAR regulations and compliance programs
Track recordof direct engagement with FAA-AST, NOAA, FCC, or other relevant federal agencies at a staff and leadership level
Proven ability to work cross-functionally in a fast-paced, startup or high-growth environment - Prior experience at a commercial launch, reentry, or space systems company
Existing relationships with FAA-AST, NOAA, or other regulatory bodies
Active DoD or Intelligence Community clearance
Experience with NASA payload integration or government contracting frameworks (FAR/DFARS)
