Summary ODNI established the Office of Economic Security and Emerging Technologies (OESET) in response to increasing demand for improved intelligence on the application of disruptive technologies and related global supply chains. Improved IC posture in this area is critical to enabling the whole-of-government response that maintains United States' economic and technological competitive advantage and ensures U.S. access to goods and services central to its national security. Responsibilities Support the Office of Economic Security and Emerging Technologies (OESET) by liaising and networking with policy agencies to gather requirements, facilitating dialogue between policy agencies and the Intelligence Community, and leveraging the Intelligence Community's analytic, collection, counterintelligence and supporting capabilities to tackle policymaker priorities; Support the National Security Council, National Economic Council, Commerce Department, and other major economic policymaking agencies as assigned by providing or facilitating access to intelligence products, briefings, and other types of intelligence support; Support DNI, PDDNI, DDNI, and Office of Economic Security and Emerging Technologies (OESET) participation in high-level policy and partnership (private and foreign) meetings with talking points, background information, and the results of relevant engagements with IC agencies; Support briefings to senior IC officials and other major stakeholders on collaboration progress, issues and challenges; Collaborate closely with other OESET and IC officers to coordinate IC support to economic policymakers at the tactical level. Provide OESET timely, actionable, and granular insights into policymaker priorities, challenges, activities, plans, and strategic goals; Support OESET in outreach to private sector partners in an effort to gain strategic and commercial advantage to benefit the economic and national security of the United States, and propose innovative solutions to resource shortfalls or inequities; As requested by leadership, represent the ODNI in national level working groups, committees, and exercises, including other governmental agencies and associated centers of excellence, academia, the private sector, and with international partners as appropriate Inform integrated national security response planning and IC strategy development; deliver on planned and ad hoc tasking for IC leadership and the policy community; fulfill responsibilities for ensuring effective alignment and timely implementation of specific portfolio efforts to flagship collaboration initiatives; and to that end, identify relevant performance measures, validate outputs, and demonstrate accountability. Requirements Conditions of Employment Must be a current permanent ODNI employee OR must be a current permanent Federal employee with supervisory approval to apply to the Joint Duty Assignment (JDA). JDA applicants must be currently at the grade level specified in the advertisement. No temporary promotion opportunities will be granted for this position. The program does not apply to members of the Military service or contractors. Joint Duty applicants may be considered for this position as a reimbursable detailee, if endorsed by the employing agency. Qualifications Superior ability to focus targeting and collection on coordinated intelligence gaps. Expert understanding of IC resource processes, prioritization processes, and mission management principles. At least four years of experience in the Intelligence Community as a collector, analyst, mission manager, liaison officer, or manager. Superior ability to develop path-breaking initiatives; solve tough problems; lead projects to achieve common goals; and experience in driving interagency progress. Superior leadership skills and ability to lead interagency working groups, build coalitions, and consider alternatives. Expert analytical and critical thinking skills, including the ability to think strategically; meet strategic goals and objectives; adapt views and approaches as needed; develop and coordinate recommendations leading to lasting change; and evaluate outcomes against requirements, goals and objectives. Superior interpersonal skills and superior ability to work effectively in both independent and in a team or collaborative environment. Expert oral and written communication skills, including ability to draft and edit written reports of varying length and complexity and to communicate effectively with audiences of varying seniority and expertise. Desired Requirements: Must list the Lowest Educational Degree Level (High School, Bachelors, Masters, PhD). Experience representing the IC in engagements with senior government officials. Experience in the economic security mission area. Experience with multiple portions of the intelligence cycle (e.g. planning and direction; collection; processing; analysis and production; and dissemination). Experience directly supporting non-military policy customers. Experience in the private sector or in intelligence roles that require significant interaction with the private sector. Bachelor's degree or equivalent experience as determined by mission specialty area.
