Position Information:The New York State Department of Agriculture and Markets is seeking a Business Systems Analyst 2 to serve as the Departments primary IT Project Manager, overseeing all technology initiatives and acting as the vital link between the Department and the Office of Information Technology Services. The Business Systems Analyst 2 will be responsible for the comprehensive management and coordination of the Departments IT projects. This includes providing essential technical support and direction, as well as offering insightful business interpretation and analysis for specific programs. A significant part of their role will involve the development of detailed system specifications, conducting thorough quality assurance tasks, and creating effective system-related training programs. Specifically, this position will coordinate all activities related to the planning, testing, training, and implementation of both new and existing systems. They will be responsible for scheduling future enhancement phases, which involve researching, gathering, and evaluating information system or business process requirements. A key function will be to prioritize business process changes to ensure our systems remain functional and efficient, and to establish clear timetables for the completion of all projects. Furthermore, the Business Systems Analyst 2 will engage in business analysis intelligence, including data mining to extract valuable information for forecasting and to measure service delivery metrics. This data will be instrumental in providing management with the insights needed to make informed policy decisions. They will also act as subject matter expert for the Departments unique applications and programs, developing training and user support materials, and contributing to the upkeep of organizational process assets, such as procedure manuals. A crucial aspect of this role is validating that proposed solutions effectively meet business needs. This will be achieved by developing test data and scenarios, rigorously testing system functions, and meticulously documenting the results. The analyst will also evaluate the performance of implemented solutions against our established business goals and objectives. The analyst will play a key part in prioritizing requirements, organizing them logically, and specifying and modeling them. They will define the assumptions and constraints of solutions throughout their lifecycle and ensure the quality and value of these requirements. The Business Systems Analyst 2 will be instrumental in defining the core business needs that drive the initiation of any project. They will assess the capability gaps within our existing solutions and determine the most effective approaches to meeting these business needs. This includes defining a clear business case for any new or modified solution, assessing proposed solutions, and allocating requirements across different solution components and releases. They will also evaluate our organizational readiness to implement new or modified solutions and define the necessary transition requirements for smooth implementation.
