Summary About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the USAINSCOM, Mission Support Command, FOIA/IRR, Fort Meade, MD. Responsibilities Maintains and shares up-to-date knowledge of information concerning government records management programs Performs an in-depth review of information contained in intelligence, counterintelligence and personnel security files, using AR 381-10, AR 381-45, and AR 25-1. Ensures conformance to the rules, regulations, and policies in accordance with NARA guidelines, DoD and DA for all records maintained by the organization Ensures permanently valuable information is preserved, and that all other information is retained, reviewed, and disposed of systematically IAW Army Records Management Information System and General Schedule guidelines. Implements Investigative Records Repository (IRR) policies and programs required by Executive Order 13526 for Mandatory Declassification Review of third party/agency requests for agency classified documents. Reviews and analyzes information to determine whether it is cleared for disclosure IAW applicable law, regulations and policy. Processes requests within the guidelines provided and coordinates declassification review of documents through the INSCOM Security Manager, DA G2 or original classification authority. Using information management systems such as office automation, web posting tools, forms and imaging systems to support Army intelligence activities, interpret federal information policy, and contribute to knowledge-enterprise planning, storage, and retrieval. Delivering Records Management services, such as assessing sensitive information, integrating OPSEC and Intelligence Oversight requirements, and communicating effectively to lead meetings, studies, and coordination efforts. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS/GG-11).
